Pursuant to N.J.S.A. 26:3-1, the Mayor and Borough Council have
established a Board of Health for the Borough of East Newark.

The Board of Health shall consist of five members. All members
of the Board shall hold office for the term of four years, except
in the case of vacancies; vacancies shall be filled for the unexpired
term.

The Board of Health shall adopt rules and regulations for its
own government, and shall elect a President from among its own members.

The Board of Health shall appoint a Registrar of Vital Statistics,
Clerk and Sanitary Inspector, and they may also appoint such other
officers or assistants as the Board of Health may deem necessary.
All appointees of the Board of Health shall be governed by the rules
of the Board; and they may be removed for cause by the Board; the
Police Officers of this Borough shall be special Sanitary Inspectors
and they shall promptly report to the Board of Health every violation
of the health regulations of this Borough which may come within their
observation or knowledge.

The Board of Health shall not contract any debts of any kind
beyond the amount of the appropriations made for its use by the Mayor
and Council.

The Mayor is authorized to execute, on behalf of the Borough
of East Newark, an agreement between the Borough of East Newark and
the Towns of Lyndhurst, Harrison and Kearny and the Borough of North
Arlington, in the State of New Jersey, a copy of which agreement is
on file in the Office of the Borough Clerk, and which is incorporated
herein by reference, providing for comprehensive alcohol control services
by the Inter-County Council on Drug and Alcohol Abuse pursuant to
the Interlocal Services Act of N.J.S.A. 40:8A et seq.

A copy of the agreement authorized by this section shall be
filed with the Clerk of the Borough of East Newark and copies shall
be available for public inspection in the Municipal Building during
normal business hours.

The school district of the Borough of East Newark, a Type I
school district, shall be governed by the provisions of Title 18A
of the New Jersey Statutes relating to Type I districts.

The Board of Education shall be known as the Board of Education
of East Newark in the County of Hudson.

The Board of Education shall consist of seven members each for
a term of three years, except the members of the first board of any
such district, who shall be appointed for such terms, as shall as
soon be possible. A seven-member board shall consist of member(s)
being appointed for three years and the terms of two members expiring
each year. All members shall serve after the expiration of their respective
terms until the appointment and qualification of their successors
in accordance with N.J.S.A. 18A:12-9.

The members of the Board shall be appointed by the Mayor in
accordance with N.J.S.A. 18A:12-7.
