No person, firm or corporation who owns or operates a landfill
or dump within the Borough of West Cape May shall dump or dispose
of, or permit to be dumped or disposed of, any garbage, trash, refuse,
rubbish, debris, salvage or waste material of any kind on the landfill
or dump, unless the garbage, trash, refuse, rubbish, debris, salvage
or waste material shall have been collected from or otherwise originated
from within the Borough limits of the Borough of West Cape May.

No person, firm or corporation shall dump or otherwise dispose
of, in the Borough of West Cape May, or haul into the Borough of West
Cape May for the purpose of dumping or otherwise disposing therein,
any garbage, trash, refuse, rubbish, debris, salvage or waste material
which has been collected from or otherwise originated from outside
the Borough of West Cape May.
