If any industrial or school rental customer fails to file an annual statement as required, the Borough may estimate a reasonable applicable annual sewer rental for such customer, and such estimated sewer rental shall be the actual sewer rental payable by such customer until the required statement is filed; provided, however, that no rebates will be paid by the Borough if the sworn statement reveals a lower indicated sewer rental than the Borough had estimated.
