a. The Mayor may appoint, with the consent of Council, a Borough Mechanic/Equipment
Operator who shall serve under the direction of the Borough Council
and shall be supervised by the Department of Public Works. The position
shall be Civil Service eligible. The duties and responsibilities of
the Borough Mechanic/Equipment Operator are to ensure that the day-to-day
operations of the Borough mechanical equipment, including public works
trucks and vehicles, as well as police vehicles, and other vehicles
owned or operated by the Borough of South Toms River are well maintained
and serviced, additionally, the Borough Mechanic/Equipment Operator
shall also perform all of the duties and responsibilities of the position
of Equipment Operator during periods when the Public Works Department
is in need of the employee's services as an equipment operator.
The Borough Mechanic/Equipment Operator shall have the authority to
determine the work tasks of maintaining the Borough equipment, which
shall be superceded only by the Mayor or the Mayor's designee.
The Borough Mechanic/Equipment Operator shall provide labor for the
repair of the fleet of automobiles and trucks owned and operated by
the Borough of South Toms River. The employee must be experienced
in repair of trucks, diesel engines, hydraulic systems, welding, and
wheel assembly, as well as having experience in public works employment
and must be eligible to obtain a commercial drivers license.
b. The salary for the position of Borough Mechanic/Equipment Operator
shall be established in the salary ordinance.

a. Created. There is hereby created the office of Tax Assessor Clerk.
The Tax Assessor Clerk shall be appointed by the Mayor, by and with
the advice and consent of the Borough Council.
b. Term. The term of office for the Tax Assessor Clerk shall be as set
forth in N.J.S.A. 87-15 or as same may be otherwise amended.
c. Duties. It shall be the duty of the Tax Assessor Clerk to assist
the Tax Assessor in the daily operation of the Tax Assessor's
Office.
d. Compensation. The Tax Assessor Clerk shall receive compensation as
established by the salary ordinance. The position of Tax Assessor
Clerk shall be a part-time position.

a. No person shall be appointed to the Police Department who is not
qualified as provided in the New Jersey Statutes. The Mayor and Council
may require that an applicant for appointment to the Police Department
successfully complete a physical, mental and psychological examination.
b. All applicants for the positions of permanent Police Officer or Patrolmen
within the Police Department, shall be residents of the Borough of
South Toms River at the time of their application. Individual seeking
a Special Officer position are expressly excluded from this provision.
This section is authorized by N.J.A.C. 4A:4-4.7(a) (7) and requires
residency from the closing date of the Civil Service Test and it is
to be maintained at least until the date of appointment to a current
position in the South Toms River Police Department.

The following positions are hereby established within the South
Toms River Police Department. The positions being established are
civilian in character and the persons being appointed to these positions
do not have any authority to perform any of the duties of a Police
Officer.
a. Police Records Clerk/Senior Clerk Transcriber. There is hereby established
the positions of Police Records Clerk and/or Senior Clerk Transcriber
for the Police Department. These positions shall be responsible for
varied clerical work, typing of reports, the processing and preparation
of all files and reports and to act as custodian of the records of
the Police Department. They shall also perform such other related
duties as directed by the Chief of Police or his designee. The Police
Records Clerk and/or Senior Clerk Transcriber shall be appointed by
the Mayor and Council upon recommendation of the Chief of Police.
b. School Crossing Guard. There is hereby established the position of
School Crossing Guard. The School Crossing Guard shall be appointed
for a term not to exceed one year by the Mayor and Council. To be
appointed to the position of School Crossing Guard, an individual
shall meet the requirements of N.J.S.A. 40A:9-154.1. The School Crossing
Guards shall be under the supervision and direction of the Chief of
Police. School Crossing Guards shall receive training in accordance
with the requirements of N.J.S.A. 40A:9-154.2. A School Crossing Guard
shall be responsible for the control and direction of vehicular and
pedestrian traffic during those time periods of a school day when
it is necessary to control traffic or during any special event or
program involving pedestrian crossing whenever it is deemed to be
in the best interest of public safety.
c. Police Chaplain. There is hereby established in accordance with N.J.S.A.
40A:14-141, the position of "Police Chaplain" for the South Toms River
Police Department. One or more chaplains to the Police Department
may be nominated by the Mayor with the consent of the Council. The
person or persons holding this position shall serve for a one-year
term, expiring on December 31st of the year of appointment or until
a successor is nominated and approved. Any person appointed as a Police
Chaplain shall be an ordained clergyman in good standing in a religious
body from which he or she is selected. The Chaplains shall become
a member of the Police Department without rank and shall not be compensated
for this position. A Police Chaplain's responsibility is to assist
law enforcement officers and their families, upon request, in matters
of personal, religious, spiritual or counseling services. Police Chaplains
shall serve as staff assistants to the Chief of Police or the Officer-in-Charge.
The Chaplain shall be entitled to proper identification as issued
by the South Toms River Police Department.
d. Each civilian employee, with the exception of the Chaplain, shall
receive such salary and compensation as shall be fixed by the Borough
Council and payable in the same manner as in the case of other members
of the Police Department.

No member or officer of the Police Department shall be suspended,
removed, fined or reduced in rank for any cause other than for the
incapacity, misconduct or disobedience as provided in the New Jersey
Statutes, the Police Department's Rules and Regulations, or by
direct action of the Council.

a. There is hereby established for the Police Department a Departmental
Awards Program.
b. The purpose of this program is to encourage and recognize employee
incentive, meritorious achievement and deeds of valor.
c. Citations and awards shall be made after nomination and approval
by the Awards Committee.
d. The Awards Committee shall consist of one member of the governing
body, to be appointed by the Mayor and Council, one member to be appointed
by the Chief of Police and one member to be appointed from within
the Police Department and chosen by the members of the Police Department.
e. The symbol of an award to a member of the Police Department shall
be worn by none other than the recipient of the award except in the
case of a posthumous award.
f. A record shall be kept of all such awards by the Chief of Police,
or his designee, of a department in which the recipient is a member.
Such record shall constitute a part of the service record of the recipient.
g. The symbol of an award may be worn by the recipient thereof upon
his/her official uniform, upon the left breast thereof above the wearer's
official Police Badge.
