No person shall engage in peddling within the Borough without first having registered at the Borough Office his name and place of residence as well as any other pertinent information requested by the Borough pertaining to the person, firm or corporation by whom or by which he is employed, and the type of goods, wares or merchandise he proposes to peddle within the Borough. Registration shall be made in person by and on behalf of each individual proposing to engage in peddling. At the time of registration, each person desiring to engage in peddling shall pay to the Borough, for the use of the Borough, a license fee as set from time to time by resolution of the Borough Council, the amount of which shall be determined by the length of time such person desires to engage in peddling within the Borough. Upon completion of registration and payment of the license fee by a peddler, such peddler shall be furnished by the Borough with a registration certificate which shall be valid for the length of time stated thereon and which shall be carried upon the person of such peddler at all times when he shall be engaged in peddling within the Borough. Upon request of any resident or officer of the Borough, such peddler shall exhibit his registration certificate to such person. It shall be unlawful for any person to engage in peddling within the Borough without having in his possession a valid and unexpired registration certificate made out in his name.
