In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the streets and roads of the Borough, it shall be unlawful, if a snowfall of more than two inches occurs, for any person to park a vehicle or to allow a vehicle to remain parked anywhere on the streets or roads of the Borough.

In addition to the provisions of § 15-701, the Borough Public Works Foreman, or his or her designee, may at any time, in order to facilitate the movement of traffic and to combat the hazards of ice and snow on the streets and roads, establish a snow removal schedule for the various streets and roads in the Borough. The Public Works Foreman, or his or her designee, shall notify and require the owners of vehicles to periodically remove vehicles from the streets and roads to facilitate snow and ice removal. The Public Works Foreman may request the aid of the Borough's Police Department to remove vehicles from streets and roads during designated snow and ice removal periods.

No vehicle shall be permitted to stand or park upon any street for a twenty-four-hour period, or at a minimum until the street is plowed, salted and/or cinders applied, following the accumulation of two or more inches of snow and/or ice. In the event that two or more inches have accumulated since the last plowing of the street, then the no parking ban on said street shall go back into effect until the street is re-plowed and salted or cindered.

A police officer of the Borough of West Homestead may remove, or have removed, any vehicle which is parked or left unattended in violation of the provisions of § 15-701 and/or § 15-703 of this Part. The removal of any parked or unattended vehicle or vehicles in violation of this Part shall be at the reasonable expense of the owners of said vehicles. The tow truck operator shall have a lien against the owner of the vehicle in the amount of the reasonable value of the cost of removal of the vehicle, and the cost of storage of the vehicle.

The police or Public Works staff shall give the owner or custodian of the vehicle immediate notification of towing if possible, and in the event immediate notification is not possible, the Police Department shall send a notice by certified mail to the last registered owner of the vehicle informing the owner of the location of the vehicle and of the owner's responsibility to pay the towing and storage costs. Said notice shall be done as soon as possible, but in any event, notice shall be mailed by first-class mail not later than 48 hours after removal of the vehicle.

If, at any time during a period of snow removal under § 15-701 or § 15-703 of this Part, a person shall park a motor vehicle, or allow a motor vehicle to be parked, anywhere upon a snow emergency route, or if the vehicle was permitted to stand or be parked upon any street during the period of 24 hours following the accumulation of two or more inches of snow and/or ice, or before said street is plowed and salted and/or cindered, and if adjudicated guilty of said violation under either § 15-702 or § 15-704 of this Part before the Magisterial District Judge, such person shall, upon such conviction, be sentenced and fined not more than $25 and costs.

At all times during and after any snowstorm, it shall be unlawful for any person, firm or corporation to shovel, push, throw, plow, deposit or place snow from a sidewalk, driveway, lot, or any other area onto the streets of the Borough.

Any person, firm or corporation who violates § 15-706 shall, upon conviction, be subject to a fine not to exceed $300 per occurrence, and in default of payment thereof, to undergo imprisonment not exceeding 30 days. Each day that a violation of § 15-706 continues shall constitute a separate offense.
