The Village Board may from time to time amend this chapter through the following procedure:
A. 
The Plan Commission shall hold a public hearing on a proposed amendment. Notice of the public hearing shall be published in one or more newspapers of general circulation in the Village not more than 30 days nor less than 15 days prior to the hearing. Following the public hearing, the proposed amendment may be recommended as presented or in modified form by a majority vote of the entire Plan Commission.
B. 
Following its adoption of a recommendation, the Plan Commission shall certify such recommended amendment to the Village Board for its adoption.
C. 
The Village Board may return the proposed amendment to the Plan Commission for further study or recertification, or by a majority vote of the entire membership may by ordinance or resolution adopt the recommended amendment submitted by the Plan Commission. However, nothing in this chapter shall be construed to limit the Board's authority to recall the amending ordinance by a vote of a majority of the Village Board.

D. 
Following adoption by the Village Board, the adopted amending ordinance shall be filed in the office of the Village Clerk.
E. 
In the case written protest against any proposed amendment of the zoning regulations or districts, signed and acknowledged by the owners of 20% of the frontage immediately adjoining or across an alley therefrom, or by the owners of 20% of the frontage directly opposite the frontage proposed to be altered, is filed with the Village Clerk, the amendments shall not be passed except by a favorable vote of 2/3 of all of the Village Board.
F. 
Before any action shall be taken as provided for in this chapter (including a request for amendment of this chapter, request for rezoning, request for site plan approval, request for a special use permit, request for a variance or any other formal action as provided for in this chapter), the party proposing or requesting such formal action shall be required to submit a nonrefundable fee to the Village of Tilton. The payment of this fee shall be in additional to any of the other fees required by this chapter or any other ordinance. The amount of the fee may be established and amended from time to time by the resolution of the Board of Trustees of the Village.
In the event that the Official Zoning Map becomes damaged, destroyed, lost or difficult to interpret because of use, or requires updating because of annexation or changes in zoning districts, the Board may by resolution adopt a new Official Zoning Map which shall supersede the prior Official Zoning Map. The new Official Zoning Map shall be identified by the signature of the Village Mayor attested by the Village Clerk.
The zoning district classification of property may also be considered and determined, after the requisite public hearing, in an annexation agreement in accordance with state statute. An annexation agreement containing proposed zoning classification or reclassification for specific real estate shall be considered at the public hearing on the annexation agreement conducted by the Plan Commission and subsequently determined by the Village Board. The proposed Zoning Ordinance classifications or reclassifications included in a proposed annexation agreement shall be included in the public notice regarding the hearing on said annexation agreement and shall otherwise be in compliance with the process outlined in § 320-32.

A. 
Businesses shall have adequate lighting in their parking lots during business hours and one hour past closing to ensure safety for their employees and patrons. All businesses must have security lighting on their buildings or in the parking lots which lighting must be lit from dusk to dawn to increase security and visibility for law enforcement.
B. 
Intensity of lighting. Any light fixtures used for the illumination of parking areas, swimming pools, or for any other purpose shall be arranged in such a manner as to direct the light away from adjoining properties and away from the vision of passing motorists.
