Section 59.10(3), Wis. Stats., requires that each county board
adopt and transmit to each municipal governing body in the county
a tentative county supervisory district plan, dividing the county
into districts and designating the approximate location and population
of each ward proposed to effectuate the division of the county into
districts. Section 5.15, Wis. Stats., requires all cities, villages
and towns with a population of 1,000 or more to establish municipal
wards based on the results of the most recent decennial federal census
within 60 days from the date it receives a tentative supervisory redistricting
plan and written statement from the county board.

The proposed wards identified and described for the Town of
Holland in the Tentative County Supervisory District Plan adopted
by the Sheboygan County Board on September 21, 2021, are hereby rejected.
The following land areas shall be established by the Town of Holland
as Ward 1, Ward 2 and Ward 3 and shall be effective for purposes of
ward elections beginning on January 1, 2022. The wards are specifically
described as follows:
A. Ward 1: Starting at the southwest corner of the Town at the intersection
of County Rd K and County Rd CC, north on County Rd CC to County Rd
G, east on County Rd G to County Rd KW, north on County Rd KW to Eernisse
Rd, east on Eernisse Rd to Palmer Rd, north then east on Palmer Rd
to State Hwy 32, north on State Hwy 32 to Hoftiezer Rd, east on Hoftiezer
Rd to the Union-Pacific Railroad tracks, south along the Union-Pacific
Railroad tracks to Smies Rd, east on Smies Rd to Interstate 43, south
along Interstate 43 to County Rd K, thence west on County Rd K to
the point of origin at County Rd CC.
B. Ward 2: All land within the Town east of Interstate 43, plus the
following. Starting at the intersection of Interstate 43 and Smies
Rd, west on Smies Rd to the Union-Pacific Railroad tracks, north along
the Union-Pacific Railroad tracks to Hoftiezer Rd, east on Hoftiezer
Rd to DeWitt Rd, south then east on DeWitt Rd to Interstate 43, thence
south along Interstate 43 to the point of origin at Smies Rd.
C. Ward 3: Starting at the intersection of County Rd CC and County Rd
G, north on County Rd CC to the northern boundary of the Town, east
along the northern boundary of the Town to the Village of Oostburg
village limits, south then east following the boundary of the Town
and the Village of Oostburg to Interstate 43, south along Interstate
43 to DeWitt Rd, west then north on DeWitt Rd to Hoftiezer Rd, west
on Hoftiezer Rd to State Hwy 32, south on State Hwy 32 to Palmer Rd,
west then south on Palmer Rd to Eernisse Rd, west on Eernisse Rd to
County Rd KW, south on County Rd KW to County Rd G, thence west on
County Rd G to point of origin at County Rd CC.
Wards 1, 2 and 3 created above are hereby combined for voting
purposes, so as to share a common polling place, and such combined
wards shall use common ballot boxes and ballots or voting machines
and separate returns shall not be maintained for the combined wards
at any election, except where separate ballots are required by statute.
The polling place for all wards shall be the Town of Holland
Town Hall, W3005 County Road G, unless otherwise designated by the
Town Board.

A. There may be multiple shifts for election officials during each election
period. Times will be set by the Town Clerk and may change from election
to election based on voter volume expected and availability of election
officials. On election day, the first shift shall commence 30 minutes
prior to the opening of the polls and the final shift shall conclude
after completion of all required election duties that follow the closure
of the polls.

B. The Town may appoint one additional inspector to serve at each polling
place without regard to party affiliation who shall serve as a greeter
to answer questions and to direct electors to the proper locations
for registration and voting and who should be available to substitute
for other election officials if they must leave the room during the
voting process.
