The provisions of this Part with respect to the classification of different types of sewers, the regulations with respect to making connections to sewers and drains, and other technical matters shall be interpreted and administered, in the first instance, by the Superintendent.

Any applicant or user aggrieved by any decision, regulation or provision under this Part, as amended, from time to time, shall have the right of appeal within 30 calendar days of said decision to the Superintendent, who shall issue a decision within 30 calendar days. If said appeal is denied by the Superintendent, then the aggrieved party shall have the right to appeal to the Penobscot County Superior Court in accordance with Rule 80B, Maine Rules.
