It is unlawful to possess or use alcoholic beverages on any public property within the Village, including any public parks, the Village Hall, the parks garage, the street garage or any other property of the Village; provided that alcoholic beverages may be possessed and used, but not sold or offered for sale, under or within 100 feet of the "pavilion" building at the Village ballpark, provided that twenty-four hours' prior written notice to do so is delivered to the office of the Village Clerk by the person or persons intending to so use the pavilion building area.[1]
