[Adopted as Sec. 11-6-9 of the 1992 Code]
The purpose of this article is to recognize the private and public benefits resulting from the safe, sanitary and attractive maintenance of residential and nonresidential buildings, structures, yards, or vacant areas. Attractive and well-maintained property will enhance the neighborhood and Village and provide a suitable environment for increasing physical and monetary values.
For the purpose of this article, the following words and phrases shall have the meanings assigned to them in this section. Words and phrases not herein otherwise defined shall have the meanings accepted by common use:
BLIGHTING INFLUENCE
A condition having an adverse effect on surrounding properties.
DEBRIS
Broken concrete, bricks, blocks, or other mineral matter; bottles, porcelain and other glass or crockery, boxes; lumber (new or used), posts, sticks, or other wood; paper, rags, cardboard, excelsior, rubber, plastic, wire, tin and metal items; discarded household goods or appliances; junk lawn mowers; tar paper; residues from burning or any similar materials which constitute health, fire or safety hazards or a serious blighting influence upon their neighborhood or the Village of Reeseville in general.
JUNK
Any old or scrap metal, metal alloy, synthetic or organic material or waste, or any junked, ruined, dismantled or wrecked motor vehicle or machinery, or any part thereof, whether salvageable or not. An unlicensed motor vehicle shall be construed to be a junked motor vehicle.
NONCOMBUSTIBLE MATERIAL
Material that cannot be burned.
REFUSE
Debris as heretofore defined.
RUBBISH
Combustible and noncombustible waste materials, except garbage, and the term shall include the residue from the burning of wood, coal, coke and other combustible materials, paper, rags, cartons, boxes, wood, excelsior, rubber, leather, tin cans, metals, mineral matter, glass crockery and dust, and other similar materials.
No person shall allow or permit the exterior areas of property which they own or occupy to be or remain in a condition that is not in accord with the following: The exterior areas of any premises shall be kept in a clean and sanitary condition, free from any accumulation of combustible or noncombustible material, debris, junk and refuse or any similar material which could or may cause fire, safety or health hazards or constitute a blighting influence upon surrounding properties. Violations of this article are hereby declared to be public nuisances. Compliance with this article shall include but is not limited to the following:
A. 
All exterior property areas shall be kept free from noxious weeds, as required by Article II, Regulation of Natural Lawns.
B. 
Fences, other minor constructions, walks, driveways, parking areas and similar paved areas shall be properly maintained in a safe, sanitary and substantial condition. Approved walks shall provide convenient, all-weather access to buildings. Sidewalks parallel to all streets in the Village shall be maintained according to Village sidewalk specifications.
C. 
Any exterior surface treated with paint or other preservative shall be maintained so as to prevent chipping, peeling, cracking or other deterioration of the exterior surface to present an attractive appearance and to maintain safety.
D. 
Lawns shall be maintained to a height as prescribed in § 360-2. Plantings shall be maintained so as not to present hazards to adjoining properties or to persons or vehicles traveling on public ways and shall be maintained so as to enhance the appearance and value of the property on which located and thereby the appearance and value of the neighborhood and Village.
E. 
Every foundation, exterior wall, floor, window, door and roof shall be reasonably weathertight, watertight and rodent-proof and shall be kept in proper repair and shall be capable of affording privacy.
F. 
No person shall dispose of or allow an accumulation of rocks, trees, stumps, waste building material or other debris from land development, building construction, street grading or installation of underground utilities upon the surface of any land in the Village of Reeseville, except at approved disposal sites.
