A moratorium shall be in effect to prevent any increase in the amount
paid in rent or any additional charges whatsoever by tenants covered
by this chapter. During this period, no rent shall be increased as
to any property covered by this chapter (where "rent" is defined for
purposes of this subsection as any price for the use of a tenancy,
no matter how set forth, including amounts paid by the tenant for
the use of any service in connection with a tenancy, including but
not limited to monies demanded or paid for a property tax surcharge,
capital improvement surcharge, water surcharge, sewer surcharge, CPI
increase, or any other surcharge).
