When any single-family dwelling located in the Town of Delmar is converted or made into two or more dwelling units or apartments in the Town of Delmar, the annual charge for sewer and garbage collection shall be based on the charge made for a single-family dwelling multiplied by the number of dwelling units or apartments in said dwelling, said charge to begin with the fiscal year following said conversion.
When a dwelling unit or apartment has not been rented for a full fiscal year (July 1 to June 30), then said owner shall apply in writing to the Town Manager setting forth the fact when said unit or apartment was vacated and withdrawn from the market for rental purposes, then the annual charge for sewer and garbage services shall be reduced by the number of rental units or apartments so vacant and unused for rental purposes.
Owners of said dwelling shall continue to be charged for water services for the number of outlets in accordance with the schedule of payments promulgated by said Mayor and Commissioners of Delmar as if said units or apartments were still in use, unless such outlets are permanently removed from said dwelling units or apartments, and said removal shall be verified in writing after a physical inspection by the proper Town official.

Any owner of said dwelling who falsely files a statement with the Town Manager that said units or apartments are vacant and no longer offered for rental purposes as set forth in § 112-2 hereof shall be deemed guilty of a municipal infraction and the penalty for said violation shall be $100.

All persons who shall desire to voluntarily contribute to the improvement of and additions to parks and recreation facilities shall be permitted to do so by specifying the amount of such contribution on their municipal utility bill and all such monies so contributed shall be segregated by the Manager of the Town of Delmar and shall be deposited in a separate and segregated account or fund for the benefit of the Parks and Recreation Committee of Delmar, which monies shall then be used and administered by the said Parks and Recreation Committee of Delmar for capital improvements within the park system of the Town.
So as to enact the provisions of this article, the Town Manager is hereby directed to amend and revise the municipal utilities bill such that individuals or persons desiring to make a contribution to the Parks and Recreation Committee of Delmar shall be able to do so.
