A. 
There shall be a Spiritual Care Section within the Civil Affairs Division consisting of police chaplains, under the command and control of the Chief of Police and under the supervision the Commander of the Administration Bureau, to provide for the spiritual needs of the Department and to assist the personnel of the Department during certain interactions with the public, pursuant to the provisions of N.J.S.A. 40A:14-141.
B. 
Candidates for the position of police chaplain shall be ordained clergy in good standing of the religious body to which they are affiliated. Candidates shall either be a resident of the Borough of Wood-Ridge, or minister to a congregation located in the Borough of Wood Ridge, or otherwise engaged in ministry that is deemed to be compatible with ministering to the Wood-Ridge Police Department by the Chief of Police and Borough Administrator.
C. 
Candidates for the position of police chaplain shall be interviewed and evaluated by the Chief of Police and the Borough Administrator to determine that his or her qualifications meet the requirements of N.J.S.A. 40A:14-141 and of this chapter. The Chief of Police and Borough Administrator shall recommend to the Mayor and Council qualified candidates for appointment as police chaplains.
D. 
The Mayor shall appoint police chaplains with the advice and consent of the Council, pursuant to the provisions of this chapter and N.J.S.A. 40A:14-141. After appointment by the Mayor and Council, all candidates shall swear or affirm an oath of office as a police chaplain of the Borough of Wood-Ridge, shall be issued a badge and identification and shall report as ordered to the Chief of Police.
E. 
Police chaplains shall successfully complete training and shall become credentialed as a certified police chaplain within one year of their appointment, in accordance with the rules and regulations of the Wood-Ridge Police Department and the provisions of N.J.S.A. 40A:14-141.
F. 
The duties of the police chaplain shall include, but not be limited to, the following:
(1) 
Provide for the spiritual, faith and support needs of the Wood-Ridge Police Department including its personnel and their families.
(2) 
Assist police officers during certain interactions with the public which would benefit from the intervention of the police chaplain, such as those related to casualty notification and providing grief and bereavement comfort.
(3) 
Interface with other chaplains of Wood-Ridge emergency service organizations.
(4) 
Plan and preside at an annual religious service for the intention of the Wood-Ridge Police Department and its personnel and their families
(5) 
Perform any other duties that may be assigned by the Chief of Police that pertain to the role of the police chaplaincy.
G. 
Any clergy appointed as a police chaplain shall serve in a volunteer capacity without rank or salary, although they may be reimbursed for reasonable expenses, subject to the approval of the Chief of Police and the Borough Administrator.
H. 
Any clergy appointed as a police chaplain shall serve from the date of appointment and shall continue in that capacity until termination, resignation or retirement. A police chaplain can be terminated only by vote of the Mayor and Council, upon the recommendation of the Chief of Police and/or the Borough Administrator. A police chaplain's resignation or retirement shall be made to the Chief of Police or the Borough Administrator and shall be accepted by vote of the Mayor and Council.
