A. 
General. The regulations set forth in this Section shall govern areas in the City designated as "P-1" Public Use Districts. The "P-1" District is established for those land uses where Federal, State or local government activities are conducted and where such jurisdictional entities hold title to such lands, and to major public educational, medical, and recreational facilities. The district is also intended to classify land that is vacant but has been designated for activities listed as permitted uses in an adopted Comprehensive Plan.
B. 
Use Regulations. A building or premises shall be used only for the following purposes:
1. 
Government buildings and uses.
2. 
Hospitals and related buildings and accessory uses.
3. 
Medical and dental laboratories and research facilities, not including the manufacture of pharmaceutical or other products for sale or distribution, provided no toxic substances or other materials that pose a threat to public health and safety, due to their quantities or location, are used in the research operations.
4. 
Stadiums, auditoriums, arenas, convention and cultural centers owned by a governmental or quasi-governmental entity.
5. 
Athletic clubs, fitness centers and indoor sports facilities.
6. 
Art galleries, libraries, memorials and museums.
7. 
Public elementary and secondary schools, colleges, universities and vocational schools.
8. 
Police stations, fire stations and ambulance services.
9. 
Cemeteries.
10. 
Public parks and areas dedicated to public use.
11. 
Public utility uses such as electric substations, well houses, water towers and sewer pump stations.
12. 
Other accessory uses and structures pertaining to public uses.
C. 
Area Regulations. Government and institutional buildings or uses at the time the district is mapped shall be considered conforming uses.
1. 
Height Regulations. No building or structure shall exceed fifty (50) feet in height with an exception for water, electric and communications towers.
2. 
Setback Requirements.
Front Setback: No restrictions.
Side Setback: No restrictions except on the side of a lot abutting an " R-1" District, in which event a side yard of not less than seven (7) feet shall be provided.
Rear Setback: No restrictions.
D. 
Minimum Lot Area And Width. No restrictions.
