Words and phrases, when used in this ordinance, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania,[1] as now in force or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. The singular shall include the plural, and the masculine shall include the feminine.

A. 
The Board of Supervisors is hereby granted power to regulate, restrict and prohibit traffic and parking in limited areas for limited times on the right-of-way of any state highway or Township road in Palmer Township:
(1) 
In the case of fire, flood, storm, snowstorm or other emergency.
(2) 
In order to facilitate private or public works.
(3) 
In order to facilitate processions and public events.
B. 
Such temporary and emergency regulations shall be enforceable by the Board of Supervisors and the police of the Township in the same manner and subject to the same penalties as permanent regulations.
Police officers, designated and appointed by the Board of Supervisors, are hereby authorized, subject to the supervision and control of the Board, to direct traffic on the highways and Township roads in the Township and at the intersections of said highways and Township roads, and to enforce the ordinances of the Township of Palmer and the statutes of the Commonwealth of Pennsylvania.
A. 
Palmer Township police officers may remove from the right-of-way of any state highway or Township road in the Township any vehicle which is parked in violation of the provisions of this ordinance when the Board, in its sole discretion, determines such removal necessary to facilitate the removal or plowing of snow or for any other lawful purpose.
B. 
Such vehicle will be impounded by Palmer Township police officers until the owner pays the cost of removal of the vehicle, including towing and storage charges.
A. 
Any person or persons, firm or corporation violating any of the provisions of this ordinance for which no specific penalty is provided shall, upon conviction before any Justice of the Peace of said Township in a summary proceeding, be liable to and shall pay a fine or penalty of not more than $600, plus costs for every violation, for the use of the Township, and upon default in the payment of such fine or penalty, any person so convicted may be committed to the county jail for not more than five days.
B. 
Each day of violation of the particular code or ordinance applicable shall be considered a separate offense, for which the fines and penalties stated herein may be imposed on a daily basis.
