1. The provisions of this chapter may from time to time be amended,
supplemented, changed or repealed in accordance with the following
procedure. A proposal for an amendment may be initiated in any of
the following ways:
A. A request to the Planning Commission by the Board of Supervisors.
B. An official proposal by the Planning Commission.
C. A petition presented to the Planning Commission by at least five
property owners in the Township or a developer who has entered into
an agreement with a landowner to purchase property in the Township.

1. The Board of Supervisors may, from time to time, amend this chapter
in accordance with the following provisions. In the case of amendments
other than those prepared by the Township Planning Commission, the
Board of Supervisors shall submit the proposed amendment to the Planning
Commission for recommendations at least 30 days prior to the date
fixed for the public hearing on the proposed amendment.
2. The proposed amendment shall be submitted to the Washington County
Planning Commission for review and recommendations at least 30 days
prior to the public hearing on the amendment.
3. The Board of Supervisors shall schedule a public hearing pursuant
to public notice after which it shall vote approval or disapproval
of the proposed amendment within 90 days of the conclusion of the
hearing.
4. If a proposed amendment is changed substantively after public hearing,
the Board of Supervisors shall hold an additional public hearing,
pursuant to public notice, before voting for or against adoption.
5. Proposed amendments shall not be enacted unless public notice of
the proposed enactment is given in the manner set forth in this chapter
and shall include the time and place of the meeting at which passage
will be considered, a reference to a place within the Township where
copies of the proposed amendment may be examined without charge or
obtained for a charge not greater than the cost thereof. The Board
of Supervisors shall publish the proposed amendment once in one newspaper
of general circulation in the Township not more than 60 days nor less
than seven days prior to passage. Publication of the proposed amendment
shall include either the full text thereof or the title and a brief
summary prepared by the Township Solicitor and setting forth all the
provisions in reasonable detail. If the full text is not included:
A. A copy thereof shall be supplied to a newspaper of general circulation
in the Township at the time the public notice is published.
B. An attested copy of the proposed amendment shall be filed in the
County law library or other County office designated by the County
Commissioners, who may impose a fee no greater than that necessary
to cover the actual costs of storing said ordinances.
6. In the event substantial amendments are made in the proposed amendment,
before voting upon enactment, the Board of Supervisors shall, at least
10 days prior to enactment, re-advertise in one newspaper of general
circulation in the Township a brief summary setting forth all the
provisions in reasonable detail together with a summary of the amendments.
7. Subdivision and land development amendments may be incorporated into
official ordinance books by reference with the same force and effect
as if duly recorded therein.
8. Within 30 days after adoption, the Board of Supervisors shall forward
a certified copy of the amendment to the Washington County Planning
Commission.
9. Appeal from decisions of the Board of Supervisors on amendments shall
be to the County Court of Common Pleas.
10. A proposed amendment, once finally denied, may not again be considered
for adoption in its original form for at least one year after such
denial, unless new circumstances would warrant such reconsideration.
