A.
The Village of Bloomfield Department of Public Works (DPW) is dedicated to providing the best service to the community in the most efficient way. As we are a small community, the DPW is required to provide a broad range of services which include streets and sidewalks, water, sewer, and some general services. The DPW also serves the Town of East Bloomfield for water and sewer maintenance under contract, as well as providing and receiving assistance from various neighboring municipalities under intermunicipal agreements.
B.
Because the DPW provides such a wide range of services, it may be helpful to define policy on how the DPW prioritizes tasks and the chain of command. The DPW employees report directly to the Public Works Supervisor. The Town has no direct control over the work of the employees of the DPW, and the Village is responsible for the acts of the DPW when in performance of their duties. The Public Works Supervisor reports directly to the Mayor and Town Supervisor. This will help the community and other municipal departments to better understand how these services are delivered. Although the DPW develops a weekly work plan, there is a hierarchy of priorities, thus the work schedule must be flexible to accommodate emergencies that arise and take a higher priority.
