Words and phrases used in this article shall for the purpose of this article have the meaning respectively ascribed to them by Article I of the Vehicle and Traffic Law of New York State.
The spur connecting South Avenue with Main Street is hereby designated for one-way traffic in an easterly direction.

B. 
School speed zone. The speed limit for the school zones will be 20 mph:

A school speed zone will be established on Oakmount Avenue for a distance of 300 feet in either direction from the building line of the school.
(2) 
A school speed zone will be established on Main Street for a distance of 300 feet in either direction from the building line of the school.
A. 
Maximum speed limits.
(1) 
Thirty miles per hour is hereby established as the maximum speed at which vehicles may travel within the Village except on highways as follows: Route US 20, NY 5 and 64, State Street.
A. 
Application of the article. The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
B. 
All-night parking The parking of vehicles is hereby prohibited on all roadways within this Village between 2:00 a.m. and 6:00 a.m. daily with the exception of one-way streets.
C. 
All-night parking on one-way streets.
(1) 
The parking of vehicles on the one-way spur connecting South Avenue with Main Street within the Village between the hours of 2:00 a.m. and 6:00 a.m. will be permitted on the north side of the road only during the months commencing from May 1 through October 31.
(2) 
The parking of vehicles on the one-way spur connecting South Avenue with Main Street within the Village between the hours of 2:00 a.m. and 6:00 a.m. will be permitted on the south side of the road year round.
D. 
Parking prohibited in designated areas. Parking of vehicles is hereby prohibited in any of the following locations:

F. 
Parking prohibited in designated locations.
(1) 
Parking is prohibited in designated locations except for vehicles registered pursuant to § 404-a or those possessing a handicapped parking permit issued in accordance with § 1203-a of the Vehicle and Traffic Law.

A. 
Authority to impound vehicles.
(1) 
When any vehicle is parked or abandoned on any roadway within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public roadway upon which said vehicle is parked or abandoned, said vehicle may be removed by the Village and/or its agents.
(2) 
When a vehicle is found unattended on a roadway within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Village and/or its agents.
(3) 
When a vehicle is parked or abandoned on any roadway within this Village where stopping, standing or parking is prohibited, said vehicle maybe removed by the Village and/or its agents.
B. 
Storage and charges.
(1) 
After removal of any vehicle as provided in this article, the Village and/or its agent may store such vehicle in a suitable place at the expense of the owner.
(2) 
Such owner, or the person in charge of the vehicle, may redeem the same upon payment to the Village and/or its agents of all expenses actually and necessarily incurred in effecting such removal.[1]

(3) 
There shall also be an additional $25 administrative fee paid to the Village Clerk/Treasurer of the Village of Bloomfield.
C. 
Notice of removal. The Village and/or its agents shall without delay report the removal and the disposition of any vehicle removed as provided in this article to the Ontario County Sheriff's Office, and it shall be the duty of the Sheriff's Department and/or the Village Clerk/Treasurer's office to ascertain to the extent possible the owner of the vehicle or person having same in charge of such vehicle and of the amount which will be required to redeem same.

Trucks with a gross weight limit of seven tons or greater are hereby excluded from the following roadways within this Village:

C. 
The regulations established in this article shall not be construed to prevent the delivery or pickup of merchandise or other property along the roadways from which such trucks are otherwise excluded.

Every person convicted of a traffic infraction for a violation of any provision of this article which is not a violation of any provision of § 1800 of the Vehicle and Traffic Law of the State of New York shall for a first conviction thereof be punished by a fine of not more than $50 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for the second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $100 or by imprisonment of not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction, such person shall be punished by a fine of not more than $250 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
A. 
It is the intent of this article to supersede Local Law 3 of 1990 and Local Law 4 of 1991.
B. 
All prior ordinances or local laws or parts of ordinances or local laws of this Village regulating traffic are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance or local law hereby repealed prior to the taking effect of this article.
A. 
Constitutionality. If any part or parts of this article are for any reason held to be invalid, such decision shall not affect the validity of the remaining positions of this article.
B. 
Time to take effect.
(1) 
This article shall take effect from and after it has been duly filed with the Office of the Secretary of State except those parts, if any, which are subject to approval under Section 1684 of the Vehicle and Traffic Law of NYS.
(2) 
Any part or parts of this article which are subject to approval under Section 1684 of the Vehicle and Traffic Law of NYS shall take effect from and after the day on which approval in writing is received from the NYS Dept. of Transportation.
