(1) 
Constituted. The Village Board shall consist of the Village President and six Trustees, all of whom shall be elected from the Village at large.
(2) 
Term of Office.
(a) 
Current Officers. Six Trustees were elected at the first election, and their terms are as follows:
1. 
The three Trustees that received the highest number of votes in the Fall 2003 Election will serve approximately two year terms, with the term ending with elections for those officers to be held in the Spring 2005 Election.
2. 
The three Trustees receiving the third, fourth and fifth highest number of votes in the first election held in the fall 2003 shall serve an approximate one-year term, which term shall end with the Spring 2004 Election.
(b) 
Spring Election 2004. The three Trustees receiving the highest number of votes in the Spring 2004 Election shall serve two-year terms with the terms ending with the election for these officers to be held in the Spring 2006 Election.
(c) 
Term of Office for Trustees Elected in year 2005 and Thereafter.

2005 Elections. For the election in the year 2005, the Trustee receiving the highest number of votes shall serve a three-year term with the term ending with the election for said Trustee to be held in the Spring 2008 Election. The two Trustees receiving the second and third highest number of votes in the Spring 2005 Election shall serve two-year terms with the term ending for these officers to be held in the Spring 2007 Election.
2. 
2006 Elections. For the Spring 2006 Election, the two Trustees receiving the highest number of votes shall serve three year terms, with the terms ending with the election for these offices to be held in the Spring 2009 Election. The Trustee receiving the third highest number of votes in the Spring 2006 Election shall serve a two-year term which term shall end with the Spring 2008 Election.
3. 
2007 Elections. The two Trustees receiving the highest number of votes in the Spring 2007 Election shall serve three year terms which terms shall end with the Spring 2010 Election.
4. 
2008 Elections. The two Trustees receiving the highest number of votes in the Spring 2008 Election shall serve three year terms which terms shall end with the Spring 2011 Election.
5. 
2009 Elections. The two Trustees receiving the highest number of votes in the Spring 2009 Election shall serve three years terms which terms shall end with the Spring 2012 Election.
6. 
Thereafter. Thereafter, all Trustees shall serve three-year terms.
(d) 
Village President. The Village President elected at the 2003 Election was elected for an approximate two-year term of office, which term shall end with the Spring 2005 Election. Commencing with the Spring 2005 Election, the Village President shall be elected for a three-year term of office.
(3) 
Compensation. The compensation for all Trustees and the President shall be as determined by the Village Board provided salaries and compensation rates of elected officials shall not be increased or reduced during the terms of office. At the adoption of this Ordinance, the salary for Trustees is $5,500 per year. The salary for the Village President is $7,500 per year.
(1) 
Appointed officials of the Village shall be the following who shall not be elected but shall be appointed in accordance with General Government Ordinances of the Village of Suamico.
(a) 
Village Clerk.
(b) 
Village Treasurer.
(c) 
Village Administrator.
(d) 
Village Attorney.
(e) 
Village Assessor.
(f) 
Police Chief.
(g) 
Fire Chief.
(h) 
Marshal/Constable Discontinued.
(2) 
The office of Marshal and Constable shall be discontinued in accordance with Wis. Stats. § 61.195.
(1) 
General. The following Boards, Commissions and Committees are created to perform such duties as required by the Wisconsin Statutes, rules and regulations, the Village Ordinances, and as determined by the Board from time to time:
(a) 
Zoning Board of Appeals.
(b) 
Board of Review.
(c) 
Fire Commission.
(d) 
Board of Election Officials.
(e) 
Harbor Commission.
(f) 
Any other board, commission, or committee created by the Village from time to time, pursuant to the General Government Ordinances of the Village of Suamico.
(2) 
Boards and Commissions.
(a) 
Zoning Board of Appeals. The Zoning Board of Appeals (formally referred to as the Town Board of Adjustment within the Town of Suamico Zoning Code) shall consist of five members appointed by the President subject to confirmation of the Board of Trustees for terms of three years, except that of those first appointed, one shall serve for one year, two shall serve for two years, and two shall serve for three years.

The members shall serve at such compensation to be fixed by ordinance.
2. 
The President shall designate one of the members as Chairperson.
3. 
Said Board may employ a secretary and other employees.
4. 
The Board shall adopt rules in accordance with the provisions of any ordinance adopted pursuant to Wis. Stats. § 62.23(7)(e).
5. 
No more than one member of the Village Board of Trustees shall be a member of the Zoning Board of Appeals.
6. 
All members shall reside within the Village.
7. 
In all other respects, the Village incorporates the provisions of Wis. Stats. § 62.23(7)(e) as amended, together with those adopted rules in accordance with the provisions of any ordinance or zoning ordinance adopted pursuant to said Section.
(b) 
Board of Review. The Board of Review shall consist of seven regular members and the Clerk who shall be a nonvoting member and act as Secretary to the Board.
1. 
The Board of Trustees shall fix, by ordinance, the salaries of the members of the Board of Review.
2. 
The Board of Trustees shall constitute the Village Board of Review.
3. 
One of the Board Trustees and members of the Board of Review must, at all times, hold state certification.
In all other respects, the Village adopts the provisions of Wis. Stats. § 70.46 as amended, together with those adopted rules in accordance with the provisions of any ordinance or zoning ordinance adopted pursuant to said Section.
(c) 
Fire Commission. The Fire Commission shall be constituted in accordance with Wisconsin Statutes, including Wis. Stats. § 62.13, but none of the specified "optional powers of Board" are extended to the Fire Commission.
1. 
The Fire Commission shall consist of five members, four of whom are residents of the Village of Suamico and none of whom shall hold any other public office of Village of Suamico.
2. 
Appointments of members shall be to five year terms; except that initial appointments shall be for one four-year term, one three-year term, one two-year term and one one-year term.
(d) 
Board of Election Officials. The Board of Election Officials shall consist of seven members appointed by the Village President subject to confirmation of the Board of Trustees for terms of two years, except that of those first appointed three shall serve for one year and four shall serve for two years. In all other respects, the Board of Election Officials shall be governed by Wis. Stats. § 7.30 as amended.
(e) 
Harbor Commission. The Harbor Commission shall be consisted in accordance with Wisconsin Statutes, including Wis. Stats. § 30.37 through § 30.38.
1. 
The Harbor Commission shall consist of five members, at least three of whom are residents of the Village of Suamico and none of whom shall hold any other public office in the Village of Suamico or in any other municipality.
2. 
The length of term of each member shall be three years except that initial appointments shall be for one-one year term, two two year terms, and two three year terms.
3. 
In all other respects, the Village incorporates the provisions of Wis. Stats. § 30.37 through § 30.38 as amended, together with those adopted rules in accordance with the provisions of any ordinance or zoning ordinance adopted pursuant to said Section.
(1) 
The wording of this ordinance has been chosen because of brevity and to promote clarity. As to all references in this Chapter, and as may be applicable:
(a) 
The masculine gender shall be deemed to include the feminine gender and vice versa;
(b) 
The singular shall be deemed to include the plural and vice versa;
(c) 
The term "Village", used either as a noun or as an adjective, means the Village of Suamico;
(d) 
Designation by title of any elected or appointed official or employee means such official or employee of the Village of Suamico;
(e) 
The terms "State" and "Wisconsin" mean the State of Wisconsin; and
(f) 
The term "County" means Brown County, Wisconsin.
Pursuant to Wis. Stats. § 66.0213(2)(a) (2001-2002), ordinances in force in the former Town of Suamico not inconsistent with the foregoing Ordinances Section 1.01 through 1.05 continue in force in the Village of Suamico until altered or repealed by the Board.
