A. 
Proclamation. Whereas, at the Special Election held in the Village of Dixon, Pulaski County, in the State of Missouri, on the 31st day of May 1906, by virtue of an ordinance of said Village, passed on the 7th day of May 1906, due notice of said election having been given as required by law, the proposition of said Village becoming a City of the Fourth Class was voted upon.
And, whereas, at said election, so held as aforesaid, there were cast one hundred fifty-three (153) votes, of which 91 votes were in favor of said proposition, and sixty-two (62) votes against said proposition, being a majority of twenty-nine (29) votes in favor of said village becoming a City of the Fourth Class.
Now, therefore, I, Dr. R.F. Walker, Chairman of the Board of Trustees of said Village of Dixon, and Chief Officer of said Village, do hereby declare said proposition carried, and that the territory embraced in said Village is a City of the Fourth Class.
B. 
That the following shall constitute and be denominated the Revised Ordinances of the City of Dixon, and shall be published in pamphlet form, and when so published, shall be received in all Courts and places without further proof. All public or general ordinances, or parts thereof, not included herein, shall be repealed insofar as they may conflict with the provisions hereof, but no fine, forfeiture, penalty, right, action, suit, debt, or other liabilities whatsoever, created, instituted, incurred or accrued by or under the same, shall be released, discharged, annulled, repealed, or in any wise affected, but may be prosecuted, recovered, or enjoyed, or any suit or other proceedings be commenced or completed thereon, as fully and in the same manner in all respects as if such ordinance, or part thereof, had remained in full force and effect.
The inhabitants of the City of Dixon, as its limits now are or may hereafter be defined by law, shall be and continue a body corporate by the name of "The City of Dixon" and as such shall have perpetual succession, may sue and be sued, implead and be impleaded, defend and be defended in all courts of law and equity and in all actions whatever; may receive and hold property, both real and personal, within such City and may purchase, receive and hold real estate within or without such City for the burial of the dead; and may purchase, hold, lease, sell or otherwise dispose of any property, real or personal, it now owns or may hereafter acquire; may receive bequests, gifts and donations of all kinds of property; and may have and hold one (1) common Seal and may break, change or alter the same at pleasure; and may do any act, exercise any power and render any service which contributes to the general welfare, and all courts of this State shall take judicial notice thereof.
A. 
The Seal of the City of Dixon shall be of circular form, two (2) inches in diameter, surrounded by words "Seal of the City of Dixon, Pulaski County, Missouri" and the "picture of the scales of justice" in the center thereof, and the same is hereby declared to be adopted as the Seal of the City of Dixon.

B. 
The City Clerk shall be the keeper of the common Seal of the City of Dixon, and any impression of said Seal to any contract or other writing shall have no validity or binding obligation upon the City unless such impression be accompanied by the attestation and signature of the City Clerk, and then only in cases authorized by law or the ordinances of this City.
