No person shall erect, construct, alter or demolish any building or make any excavation near or along any public street or sidewalk in the City without first having constructed a fence, sidewalk shed or sidewalk bridge for the protection of life and property during the progress of such work, whenever, in the judgment of the Director or his authorized representative, the erection, construction, alteration or demolition of any such building or any such excavation would interfere with the free and unobstructed use of the public street or sidewalk, or be a source of danger to anyone using the public street or sidewalk.

No permit for the erection of any such fence, sidewalk shed or sidewalk bridge shall be granted by the Director of Engineering or his authorized representative, until and unless there has been submitted to the Director of Engineering a detailed plan of the same, approved by the Construction Official, conforming to the regulations of the Director of Engineering, and until and unless there has been paid to the City a fee in accordance with the following schedule:

Any person violating any of the provisions of this Article, or continuing any temporary fence, sidewalk shed or sidewalk bridge, after revocation of a permit granted for same shall, upon conviction thereof, be punished as provided in Section 1:1-9 of these Revised General Ordinances.
