A reward in an amount not to exceed $3,000 may be payable by
the Governing Body of the Municipality to a person for aiding in the
apprehension and conviction of any person guilty of murder, kidnapping,
burglary, robbery, arson, or any other criminal offense that would
entitle the defendant to a trial by jury upon the following conditions:
a. The Municipal Director of the Department of Public Safety must recommend
in writing that such an award be granted and he/she must recommend
the amount of the reward that he/she deems sufficient.
b. A Judge of the Superior Court must approve this recommendation before
it is submitted to the Governing Body.
c. A government employee, Police Officer, Special Police Officer or
Law Enforcement Officer whose duty it is to enforce the law shall
not be qualified for the reward described herein.
d. The Municipal Governing Body may exercise its discretion in deciding
whether to grant or deny any request for such a reward submitted by
the Director of the Department of Public Safety. However, the award
may only be granted upon conviction of the person guilty of the crime.
e. There shall be a reward fund established which shall be administered
by the Director of the Department of Public Safety; the reward shall
be given to persons who aid in the arrest and conviction of individuals
found guilty of the above offenses.
