(a) Unlicensed operators. No person who does not hold a valid operator's
license shall operate a vehicle in any public parking lot or ramp
or in any private parking lot or ramp held out for the use of parking
for the general public.
(b) Traffic regulations applicable. All provisions of §
82-1 and the state statutes and law incorporated in this section by reference shall be applicable on any public parking lot or ramp and on any private parking lot or ramp held out for use of the general public for parking or vehicular travel.

Every operator of a vehicle approaching an intersection at which an official traffic control device is erected in accordance with this article and Article
II of this chapter shall obey the direction of such official traffic control devices as required by the state statutes incorporated by reference in §
82-1. Operators of vehicles approaching a stop sign shall stop before entering a highway as required by W.S.A., § 346.46. Operators approaching intersections at which a yield sign has been installed shall yield the right-of-way to other vehicles as required by W.S.A., § 346.18(6).
