As used in this chapter, the terms exterminator or insecticide shall
mean any substance, not a fumigant, under whatever name known, used
for the destruction or control of insects, vermin, rodents or other
pests.

No person shall sell, or offer for sale, or give away or distribute
in the City any poisonous substance as an exterminator or insecticide
unless the container bears a label legibly and conspicuously printed
with the word "poison" and the symbol of the skull and crossbones
in red ink followed with the words "Caution — This
exterminator or insecticide contains (state name of the poison) a
deadly poison," together with the antidote therefor and the name and
address of the manufacturer or packer, and with the words "Poison,"
"Caution," and "Antidote" in block type of a larger size than the
other wording, all to be set forth in the following format:

No person shall sell, offer for sale or give away any fluoride
to be used as an exterminator or insecticide, unless such fluoride
is distinctly colored nile blue. No fluoride, other than fluoride
distinctly colored nile blue, shall be used as an exterminator or
insecticide by anyone other than persons engaged in the business of
extermination.

No person shall prepare or manufacture, sell, offer for sale,
give away, deal in, supply or use, or have in his/her possession,
with intent to sell, offer for sale, give away, deal in, supply or
use an exterminator or insecticide which contains living bacterial
organisms or any culture or preparation thereof.

No person shall compound, distribute or use sodium fluoroacetate,
commonly known by the trade name "Compound 1080," without first having
obtained permission from the Health Officer.

The Director is authorized to promulgate additional rules and
regulations as may be necessary under which rodenticides and insecticides
may be used and dispensed in the City.

As used in this section, the term "fumigant" means any substance
which by itself or in combination with any other substance emits or
liberates a gas, fume or vapor used for the destruction or control
of insects, fungi, vermin, rodents or other pests, as distinguished
from insecticides and disinfectants which are essentially effective
in the solid or liquid phases.

No person shall carry out or cause to be carried out any fumigation
or disinfection by any dangerous or poisonous gas within the City
unless such person shall have previously obtained from the Director
permission to do so.

The Health Officer of the City is authorized to forbid or to
prescribe the conditions under which such fumigation or disinfection
may be permitted to be done in the City.
