The governing body of the Township has conducted a public hearing, notice of which was advertised once in The York County Legal Record and once in a newspaper published and of general circulation in York County, Pennsylvania, as required by the Act hereinafter defined, for the purpose of organizing an authority under such Act and hereby signifies its intention and desire to organize an authority under the provisions of the "Municipality Authorities Act of 1945," as amended (the "Act"),[1] to be known as "Springfield Township, York County, Sewer Authority" (the "Authority").

The Chairman and the Secretary of the Township are hereby authorized and directed to execute on behalf of the Township Articles of Incorporation for the Authority in substantially the form attached hereto as Exhibit A[1] and made a part hereof.

The Chairman and the Secretary of the Township are hereby authorized and directed to cause a notice of the substance of this article to be published once in The York County Legal Record and once in a newspaper published and of general circulation in York County, Pennsylvania, as required by the Act.
The Chairman and the Secretary of the Township are hereby authorized and directed to file said Articles of Incorporation, together with the necessary proofs of publication of the notices referred to in §§ 15-1 and 15-3 above, with the Secretary of the Commonwealth of Pennsylvania, and to do all other acts and things necessary or appropriate to effect the incorporation of the Authority.
The following named persons be and they hereby are appointed as the first members of the Board of the Authority, whose terms of office shall commence on the date of appointment and shall be computed from the first Monday in the month of January next succeeding the date of incorporation:

The Authority shall undertake only such project or projects as shall hereafter be specified from time to time by resolution or ordinance of the governing body. The Authority shall have all powers granted by the Act which are necessary or desirable for purposes of carrying out such specified projects.
All ordinances or resolutions and parts of ordinances or resolutions inconsistent herewith are hereby expressly repealed.
