Unless otherwise provided for by law, it shall be unlawful for any person to operate any motor vehicle upon any street or highway of the City unless he or she has a valid license for such operation. It is unlawful for any person to operate a motor vehicle upon the streets of the City without the required endorsements on his or her driver's license or unless he or she is at the time complying with any restrictions placed upon his or her driver's license by the Department of Revenue.
A person commits the offense of driving while revoked if such person operates a motor vehicle on a highway when such person's license or driving privilege has been cancelled, suspended, or revoked under the laws of this state or any other state and acts with criminal negligence with respect to knowledge of the fact that such person's driving privilege has been cancelled, suspended, or revoked.
The operator of every motor vehicle operated upon the streets or highways of the City shall have a certificate of inspection pursuant to § 307.350, RSMo., and said certificate of inspection shall be displayed on the motor vehicle as prescribed by the regulations of the State of Missouri.
It shall be unlawful for the owner of a motor vehicle or trailer, which shall be operated or driven upon the highways of this City, to fail to annually file an application for registration as required by § 301.020, RSMo., except as otherwise provided therein.
No motor vehicle or trailer shall be operated on any highway of this City unless it shall have displayed thereon the license plate or set of license plates issued to same. Each such plate and issued registration tabs shall be fastened and displayed according to the provisions of § 301.130, RSMo.
Upon the transfer of ownership of any motor vehicle or trailer, the certificate of registration and the right to use the number plates shall expire and the number plates shall be removed by the owner at the time of the transfer of possession, and it shall be unlawful for any person other than the person to whom such number plates were originally issued to have the same in his or her possession whether in use or not; except that the buyer of a motor vehicle or trailer who trades in a motor vehicle or trailer may attach the license plates from the traded-in motor vehicle or trailer to the newly purchased motor vehicle or trailer. The operation of a motor vehicle with such transferred plates shall be lawful for no longer than specified in § 301.140, RSMo.
It shall be unlawful to operate a motor vehicle within the City limits without being in compliance with Chapter 303, RSMo., the Motor Vehicle Financial Responsibility Law. However, no person shall be found guilty of violating this section of the operation demonstrates to the court that he or she met the requirements of Chapter 303 at the time the police officer wrote the citation.
