An aggrieved applicant may appeal any decision of the Village
Manager or the Village President to the Village Council at a regularly
scheduled, monthly Village Council meeting. All such appeals shall
be filed and heard prior to the event's occurrence. No appeal
of the costs imposed by this chapter shall be considered for any event
after the event's occurrence. The Village Council's decision
shall be final.
