A. 
The purpose of this article is to establish the Village of Ossining Local Youth Bureau to put into effect and operate approved youth programs and to allow the County of Westchester to distribute to the Local Youth Bureau state aid received in accordance with New York Executive Law § 420 Subdivision 1. The Village of Ossining Local Youth Bureau shall engage in activities which include, but are not limited to, the operation, administration, or monitoring of youth development programs, throughout the Village of Ossining. The Board of Trustees, by resolution, authorized the submission of an application to create such a Local Youth Bureau, which application has been approved by the County of Westchester. The Village will abide by the requirements of New York Executive Law Article 19-A and the regulations of the Office of Children and Family Services, Subpart 165-1, Youth Development Programs.
B. 
For purposes of this article, "youth" shall mean any person under 21 years of age.
The Local Youth Bureau will be a part of the Department of Recreation and Parks. The Village Manager shall appoint a paid full-time Executive Director of the Local Youth Bureau, and such other staff as necessary to implement the approved youth development programs. The Executive Director shall have sufficient access to the Village Manager to consult, communicate, and advocate regarding youth development issues and programs.
The powers and duties of the Executive Director shall include, but not be limited to:
A. 
Administer all funds appropriated for the Local Youth Bureau as well as all moneys received by way of grants which are specifically allocated to the Local Youth Bureau.
B. 
Cooperate with all persons, associations, agencies and corporations which provide programs, services and/or facilities for youth services.
C. 
Recommend to the Village Manager and, through the Village Manager, to the Board of Trustees plans for the creation and support of recreation projects and youth service projects and other appropriate programs to carry out the purposes set forth in § 190-9 of this chapter.
D. 
Assist in the planning, development and conduct of programs of an informational and educational nature for the general public and for specific groups within the Village, either through the Local Youth Bureau or in cooperation with other agencies and organizations, for the purpose of preventing juvenile delinquency, improving the welfare of youth and furthering youth development.
E. 
Consult with Village staff regarding the development of the Village's plan for youth development programs.
F. 
Develop progress and performance measures for youth development programs.
G. 
Monitor and evaluate youth development programs.
H. 
Facilitate the collaboration and coordination of public and private entities to initiate and establish youth development programs in the Village.
I. 
Provide oversight of and technical assistance to the Youth Board.
J. 
Carry out such other duties as shall be assigned to the Executive Director by the Village Manager.
The Board of Trustees shall appoint a citizen Local Youth Board.
A. 
There shall be 15 members of the Local Youth Board, 12 of whom shall be over the age of 21 and three of whom shall be youths between the ages of 16 and 21, all residents of the Village of Ossining, who shall serve for terms of three years. For the initial group of appointees, five shall be appointed for a one-year term; five shall be appointed for a two-year term; and five shall be appointed for a three-year term. Two members of the Local Youth Board shall be members of the Board of Trustees, with all of the other members being lay citizens who shall be representative of such key interests as social agencies, youth organizations, education, business, industry and labor. The Executive Director of the Local Youth Bureau shall be an ex-officio member of the Local Youth Board.
B. 
No term of appointment to the Local Youth Board shall exceed three years, and a member may not serve more than two terms consecutively. Any vacancy is to be filled for the unexpired term in the same manner in which the original appointment was made and shall not be for a full new term. All members of the Local Youth Board shall be required to attend a minimum of 75% of the Board meetings scheduled in a calendar year. Noncompliance with the minimum requirements relating to attendance at meetings shall be deemed a proper cause for removal from the Local Youth Board by the Board of Trustees. The Chairman of the Local Youth Board shall report to the Board of Trustees in writing on or about December 1, or at any time if so warranted, of any member of the Local Youth Board (except for Village Trustees) who has failed to comply with the minimum attendance requirements. The term of appointment shall coincide with the Village's fiscal year.
C. 
The Local Youth Board shall be composed of individuals of varying economic and educational levels, of diverse occupations, of different races, faiths and political persuasions, of different genders, of different sexual orientation, of various age groups and, to the extent possible, from different neighborhoods in the Village. The people so appointed shall have demonstrated their concern for and interest in the needs and problems of youth. Each person so appointed shall have the ability and the willingness to give the necessary time to the responsibility of being a Local Youth Board member.
D. 
The members of the Local Youth Board shall serve without compensation but shall be reimbursed for actual necessary expenses incurred in the performance of their duties as a member of the Local Youth Board pursuant to the Village of Ossining Reimbursement Policy.
E. 
A majority of the membership of the Local Youth Board shall constitute a quorum for the conduct of business.
F. 
The Board of Trustees shall select a Chairperson of the Local Youth Board; the person so selected shall serve for a term of one year; and the person selected shall be appointed to no more than two consecutive one-year terms as Chairperson. Any other offices (Vice Chairperson, Secretary) shall be selected by the members of the Local Youth Board. The terms for all offices shall coincide with the Village's fiscal year.
G. 
All appointments of members to the Local Youth Board shall conform to all applicable federal, state, and local laws, rules and regulations regarding equal opportunity and affirmative action.
The powers, duties and responsibilities of the Local Youth Board shall be to:
A. 
Advise the Executive Director on local youth needs and on policies and plans that can promote positive youth development and/or prevent delinquency and youth crime.
B. 
Advocate for youth, for the development of services and strategies that address locally identified youth problems and needs, and for responding to opportunities to address those needs.
C. 
Promote cooperation and collaboration among employers, labor, schools, religious organizations, recreation and/or youth commissions, service clubs, youth and family service providers, and other public and private entities in order to encourage local community participation in planning of youth development programs.
D. 
Review and analyze proposals or the creation or expansion of youth development programs and recommend to the Executive Director and Village Manager whether to accept or reject such proposals.
E. 
Receive, review and analyze statistical records and data, including those that reflect the incidence and trends of delinquency and youth crimes and offenses in the Village of Ossining, and make necessary studies and recommendations for the needs of youth residing in the Village.
F. 
Appoint such committees composed of members of the Local Youth Board as may be necessary to carry out its powers, duties and responsibilities.
G. 
Submit an annual report to the Board of Trustees.
H. 
Perform such other duties as may be assigned by the Village Manager.
A. 
No youth shall be denied the services or facilities of any youth development program receiving state funding based on the youth's race, creed, color, national origin, gender, sexual orientation, gender identity or expression, marital status, religion, disability and/or any other protected class as defined by law.
B. 
No discrimination shall be practiced in the employment of personnel for youth development programs on the basis of race, creed, color, national origin, age, gender, sexual orientation, gender identity or expression, marital status, religion, disability and/or any other protected class as defined by law.
