The fees to be charged under the provisions of this chapter shall be determined from time to time by resolution of the Board of Trustees.
A. 
No drain leading from any building or buildings across any highway, street, sidewalk or public place in the Village shall be constructed or laid down except on a permit issued by the Superintendent of Construction. An application therefor shall be made in the same manner as provided for street excavation.
B. 
There shall be a fee for such permit for each drain for which a permit is granted. The Superintendent of Construction shall require a security in connection with the construction of such a drain as provided in the section regulating street excavation.
Any person constructing such drain across any highway, street, sidewalk or public place in the Village without obtaining a permit therefor, or in any manner except as therein provided and required, shall be liable to a fine of not more than $100 for each offense. Each day's continued violation of this article shall constitute a separate and distinct violation.
