A. 
The Police Department shall consist of the following categories of officers:

1. 
The Chief of Police;
2. 
The Deputy Chief of Police;
3. 
Full-Time Officers;
4. 
Part-Time Officers; and
5. 
Special Police Officers.
B. 
Any uniformed member of the Police Department may be removed from his/her appointed position at will by the Mayor with the consent of a majority of all the members elected to the City Council, or by a vote of two-thirds (2/3) of all the members elected to the City Council, independently of the Mayor's approval or recommendation, when it is determined by such vote that the removal of the Police Officer is in the best interests of the City. Such removal shall be in accordance with procedures for removal of appointive officers set forth in Chapter 115 except that the processes and provisions outlined in Section 106.273, RSMo., shall be applicable to the Chief of Police.
C. 
Any uniformed member of, the Police Department may be promoted, demoted, or transferred within the Department at will by the Mayor with the consent of a majority of all the members elected to the City Council, or by a vote of two-thirds (2/3) of all the members elected to the City Council, independently of the Mayor's approval or recommendation, when by such vote it is determined that such promotion, demotion or transfer is in the best interests of the City.
D. 
Nothing in this Section is intended to abrogate the powers of the Mayor and the City Council to terminate the appointment of a Police Officer at will as granted to the Mayor and City Council by the Statutes of the State of Missouri.

A. 
The Chief of Police shall, in the discharge of his/her duties, be subject to the orders of the Mayor and, if directed, the City Administrator, regarding general policies and objectives of the Police Department. The Deputy Chief of Police and all other members of the Police Department shall be subject to the orders of their superiors in the Police Department, Mayor, and if directed, the City Administrator. Except when the Mayor is coordinating responses to disasters, civil unrest, or similar emergencies, the Mayor shall issue orders to Police Department employees only through the Chief of Police.

B. 
In those Sections of Title III of the Code of Ordinances in which the Chief of Police is given certain authority as to traffic rules and regulations, said authority shall be subject to the ultimate power and authority of the City Council.
C. 
The Humane Officer shall be a member of the Police Department of the City and under the direct supervision of the Chief of Police and may be assisted (when so requested by the Humane Officer, Police Chief or Deputy Chief of Police) by any member of the Police Department.

All officers of the department shall receive such salary, if applicable, or hourly wages as the City Council may from time to time and by ordinance determine.

A. 
The following categories of regular Police Officers are established pursuant to Section 85.551, RSMo.:
1. 
Full-Time Officer. Any regular officer of the Police Department that is regularly scheduled for more than thirty (30) hours per week. Full-Time Officers shall be appointed by the Mayor with the consent of a majority of the City Council to serve for terms of one (1) year.
2. 
Part-Time Officer. Any regular officer of the Police Department that is regularly scheduled for less than thirty (30) hours per week for a calendar year. Part-Time Officers shall be appointed by the Mayor with the consent of a majority of the City Council to serve for terms of one (1) year. There shall be no more than twelve (12) Part-Time Officers at any given time, unless the City Council finds additional are necessary.
B. 
Both Full-Time and Part-Time Officers of the Police Department shall be qualified and governed by the rules and regulations established by Chapter 590, RSMo.

The Mayor shall have authority to appoint special Police, subject to the confirmation of the City Council, in cases of extraordinary emergencies or when for other causes the public safety may require it. Such special Police shall be discharged as soon as the emergency calling for their appointment ceases to exist.

No person shall willfully fail or refuse to comply with any lawful order or direction of any Police Officer.

A. 
All newly hired regular Police Officers shall be required to have at least four hundred seventy (470) hours of training for certification in accordance with Chapter 590, RSMo.
B. 
Newly hired Police Officers shall have a one (1) year period after appointment to be certified by the Missouri Department of Public Safety.
