The following words, terms and phrases, used herein, shall have the following meanings:
JUNK VEHICLE
Any motor vehicle which does not have affixed a current inspection sticker or registration as required by the Vehicle Code, 75 Pa.C.S.A. § 101 et seq.; but the term "junk vehicle" shall not include a motor vehicle in running condition, which is used on the owner's property exclusively, which may be nonlicensed and noninspected.
PERSON
Any natural person, partnership, firm, association or corporation.
TOWNSHIP
East Vincent Township, Chester County, Pennsylvania.

No person shall permit any junk vehicle to remain on his property for a period of more than three days after notice to remove the same shall have been given him by the Township through its administrative officer or other agent.

No person shall abandon any vehicle on property, public or private, in the Township, or permit the same to remain on any public or private property in the Township for a period of more than three days from the receipt of notification from the Township to remove the same. Such notice shall be delivered by the Township administrative officer or other agent of the Township.

The vehicle registration of any motor vehicle shall be prima facie evidence of its ownership. Any other evidence of ownership may be used to establish the fact of ownership such as serial numbers, manufacturer's numbers, or other evidence of ownership.

In addition to the penalties hereinafter provided for violations of this Part, the Township, upon the expiration of the notice required herein, may enter on any property where any junk vehicle is located, remove the same, and collect the cost of such removal by any proceeding authorized by law. The exercise of any such power by the Township, or its agents, shall not deprive the Township of the right to proceed in any such situation in equity nor shall it affect the penalties herein prescribed for violation.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.

The location of any junk vehicle within the prohibition of this Part shall constitute a separate offense for each day the same is permitted to continue.
