The Voluntary Fire Department of the Borough of East Berlin, Adams County, Pennsylvania, shall consist of such companies as may be organized and received into service by consent of the Mayor and Borough Council. And it shall be unlawful for any persons to form themselves into an organization or to do service as an engine, hose or hook, and ladder company without first having obtained the consent of the Mayor and Borough Council; and all existing companies and those to be hereafter formed shall hold their engine house, engine and all other apparatus for the public security, and in case of disbandment all property of the disbanded company shall immediately revert to the Borough Council and be subject to its control, and all companies shall be duly subject to the Borough ordinances and such resolutions as the Borough Council may from time to time deem wise and proper.

A.
Without any assumption of any liability and for purposes of Workman's Compensation coverage only, the East Berlin Borough Council hereby grants authorization to the members of the East Berlin Voluntary Fire Company to engage in fund-raising activities, such as fairs, carnivals, banquets, barbecues, donkey basketball and other similar fund-raising activities the fire company officers deem necessary for the efficient operation of the company.
B.
Authorization is also granted for the fire company, ambulance corps, rescue squad and fire police to participate in mutual aid, firemen's training schools, conventions, meetings and civic functions of the type customarily attended by and participated in by volunteer fire company members.
