§ 155-18 Grading, erosion control and stormwater management.

Any development of land must comply with Chapter 89 of the City Code, entitled "Grading and Filling."

All site plans shall show proposed grading in two-foot contours. A final as-built grading plan must be submitted to the Department of Public Works prior to the release of a full certificate of occupancy.

The project engineer must utilize appropriate grading measures and practices to avoid manufactured slopes along the exterior perimeter of a development. When the construction of a retaining wall is necessary it shall be no greater than six-feet in height. Natural vegetation must be preserved and protected wherever possible.

Sediment and erosion control plans must be approved prior to the issuance of a building permit or a permit for the use of land.

Stormwater management must be provided in accordance with Chapter 169 of the City Code, entitled "Stormwater Management."

A stormwater management concept plan must be submitted to the Department of Public Works for review and approved prior to review of a site plan by the Planning Commission.

The final stormwater management plan must be approved prior to the issuance of a grading permit or building permit.

§ 155-19 Water and sewerage.

The development must be provided with an adequate system of water supply and sewage disposal system in accordance with Chapter 198 of the City Code, entitled "Water and Sewers," and Chapter 2, entitled "Adequate Public Facilities."

All sanitary sewage from new or expanded uses must be discharged into a City sewage collection and treatment system.

If the City sewer system is not available at the lot line, but can be extended in the public right of-way or through the acquisition of easements, the collection system must be extended by the owner at their expense.

Industrial or commercial wastewater may be discharged to public sewers in such quantities and/or of such quality as to be compatible with sewage treatment operations, with approval of the Director of Public Works. Such wastes may require pretreatment at the industrial or commercial site in order to render them amenable to public treatment processes. Pretreatment includes, but is not limited to, screening, grinding, sedimentation, pH adjustment, surface skimming, chemical oxidation and reduction and dilution. The pretreatment standards will be determined by the Director of Public Works.

The Director of Public Works must provide verification to the Planning Commission and if applicable, Board of Appeals, that there is adequate capacity to serve the proposed project. The Director of DPW may require that additional analysis be provided by the developer to determine adequacy of the system in accordance with Chapter 2.
