If ice accumulates on a sidewalk that cannot be removed with
normal shoveling, it shall be the duty of the owner or occupant of
the property to apply a suitable anti-slip material to the ice sufficient
to make the sidewalk safe for public use.
The owner of the property shall be responsible for conforming
to the requirements of this article if the property is unoccupied
or is a multiple-business or multiple-dwelling property occupied by
more than one tenant or occupier.
Upon the neglect of any property owner to comply with any of
the provisions of this article, the Borough may, after due notice,
cause the clearing of any snow or ice to be done at the cost of such
owner, and may collect the costs thereof and 15% additional, together
with all charges and expenses, from such owner, and may file a municipal
claim in accordance with the law providing for the filing and collection
of municipal claims.
