A. 
Owners or occupants of property abutting any right-of-way upon which a sidewalk or curb has been constructed shall remove or cause to be removed all snow, hail, sleet, or ice that has fallen or formed on the sidewalks within 24 hours after the same shall have ceased to fall or to form.
B. 
No person shall push, dump, or deposit in any manner any snow or ice from a sidewalk or private property onto any street, right-of-way, public park, or public property in the Borough. Upon direction or notice from Borough Police, the Code Enforcement Officer, or the Public Works Department, any person who is found pushing, dumping, or depositing snow or ice into any street, private street, public park, or public property in the Borough shall immediately desist from such action and shall remove any snow or ice from the street or public property that has been unlawfully deposited thereon.
C. 
No person shall deposit, pile, or bury a fire hydrant with snow or ice. A radius of 48 inches around a fire hydrant shall be kept clear of snow and ice, and the hydrant must be visible from the street.
If ice accumulates on a sidewalk that cannot be removed with normal shoveling, it shall be the duty of the owner or occupant of the property to apply a suitable anti-slip material to the ice sufficient to make the sidewalk safe for public use.
Upon the neglect of any property owner to comply with any of the provisions of this article, the Borough may, after due notice, cause the clearing of any snow or ice to be done at the cost of such owner, and may collect the costs thereof and 15% additional, together with all charges and expenses, from such owner, and may file a municipal claim in accordance with the law providing for the filing and collection of municipal claims.
A. 
A Borough of Millvale police officer or Borough Council appointed designate shall issue a notice of violation to any person who violates or permits a violation of this article. The person will be ordered to pay a fine of $30 to the Borough of Millvale and resolve the violation. Each day that a violation of this article continues shall constitute a separate offense and separate fine.
B. 
Failure to pay a fine issued under Subsection A of this section within seven days of the date of the notice shall result in an issuance of a citation to the owner and, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, shall be punishable by a fine of not more than $1,000, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. Such fine and costs may be in addition to any other remediation expenses and additional amounts authorized by this chapter.
