There is hereby created the office of Village Clerk. He shall hold office for the term of four years and until his successor has been elected and qualified.

The Village Clerk, before entering upon the duties of his office, shall take the oath prescribed for other Village officers.

The Village Clerk shall be paid in equal installments semimonthly, an annual salary of $13,000 per year commencing in May 2009, to be increased to the sum of $20,000 a year commencing in May 2025.

The Village Clerk shall attend all meetings of the President and Board of Trustees and shall keep in a suitable book, to be styled the "record of the Board of Trustees," a full and faithful record of its proceedings. He shall issue and cause to be served upon all Trustees notices of all special meetings of the President and Board of Trustees, also notices to the members of the different committees of that body, and to all other persons whose attendance may be required before any such committee, when so directed by the chairman thereof. He shall also attend any meeting of any committee of such board when requested to do so.

The Village Clerk shall, without delay, upon the adjournment of each meeting of the President and Board of Trustees, notify of, and upon demand, deliver to, the several committees of that body and the officers of the Village, all petitions, communications, reports, resolutions, orders, claims and other papers referred to those committees or officers by the President and Board of Trustees. He shall also, without delay, deliver to the President all ordinances or resolutions in his charge which may require his approval, or are required to be otherwise acted upon by the President.

The Village Clerk shall prepare all commissions, licenses, permits and other official documents required to be issued by him under the law, the provisions of this Code and other ordinances of the Village, and shall attest the same with the corporate seal; and he shall, in like manner, attest all deeds for the sale of real estate owned or conveyed by the Village.

The Village Clerk shall have charge, custody and control of all deeds, leases, warrants, contracts, bonds, obligations, vouchers, books and papers of every kind, the custody of which is not by law, any provision of this Code or ordinance given to any other officer.

The Village Clerk shall keep a record of the election or appointment and confirmation thereof of all officers of the Village, and such record shall be so ruled and headed that the same shall exhibit the name of the officer, to what office elected, the date of commission, and the date of death, resignation, removal or expiration of term of office, with a column for remarks.

The Village Clerk shall carefully preserve in his office all books, records, papers, maps and effects of every description belonging to the Village or appertaining to such office, and not in the actual use and possession of other Village officers; and upon the expiration in any way of his official term he shall deliver all such books, records, papers and effects to his successor in office.

The Village Clerk shall, under the direction of the finance committee, open and keep in neat and methodical manner a complete set of books in which, among other things, shall be set forth the appropriations of the fiscal year for each distinct object and branch of expenditure, and also the receipts for each and every source of revenue so far as he can ascertain the same. Such books and all contracts, bonds, deeds, warrants, vouchers, receipts, and other papers kept in his office shall be subject to the examination of the President, the members of the Board of Trustees or any committee thereof.

The Village Clerk shall keep in a suitable book an accurate list of all warrants drawn upon the Finance Director, showing the date, number and amount of each, and in the name of the person in whose favor drawn.

The Village Clerk shall keep a detailed account of the Village revenue, and of each separate fund, crediting the same with all receipts or appropriations and charging it with all warrants thereon, and he shall charge each warrant to the fund or appropriation against which it is drawn.

The Village Clerk shall also keep an accurate account of all debts from or owing to the Village, and shall keep a book in which he shall enter a correct list of all notes or other obligations given or payable to the Village, with the date thereof, the person to whom or by whom payable, the rate of interest, the time and manner in which the principal and interest are payable, and such other particulars as may be necessary to the full understanding thereof.

The Village Clerk shall keep in his office a correct list of all local or public improvements ordered by the Board of Trustees and let under contract by the Village. All contracts and specifications therefor made by authority of the President and Board of Trustees or by any officer of any Village pursuant thereto, in relation to such improvements, shall be filed in the Village Clerk's office.

In addition to the duties set forth in this article, the Village Clerk shall perform all such other and further duties pertaining to his office as are or may be required of him by law, provision of this Code or other ordinance, or by direction of the President and Board of Trustees.

There is hereby created the office of deputy Village Clerk. The deputy Village Clerk shall be appointed by the Village Clerk. The corporate authorities of the Village hereby limit the number of deputy clerks that the Village Clerk may appoint to one deputy Village Clerk.

The deputy Village Clerk shall perform all duties of and pertaining to the office of Village Clerk in the absence of the Village Clerk, under the direction and supervision of such clerk, and shall perform such other duties as may be assigned to him by the Village Clerk.

In the event that the deputy Village Clerk is not otherwise employed by the Village, the deputy Village Clerk shall be paid in equal monthly installments an annual salary, which shall be fixed by the President and Board of Trustees.
