It shall be the duty of the President, at the first regular meeting of the President and Board of Trustees in May of each year, or as soon thereafter as may be, to appoint eight standing committees of the President and Board of Trustees, which committees shall be as follows:
(a) 
Committee on finance.
(b) 
Committee on public works.
(c) 
Committee on community development.
(d) 
Committee on public safety and health.
(e) 
Committee on community antenna telecommunication systems (cable TV).
(f) 
Committee on rules and ordinances.
(g) 
Committee on personnel policies.
(h) 
Committee on parks and recreation.

There is hereby created the position of member emeritus for each advisory committee or commission established pursuant to the ordinances of the Village. Such member emeritus shall be appointed by the President with the advice and consent of the Board of Trustees. The President is hereby authorized to appoint one member emeritus to each advisory committee or commission established by the ordinances of the Village. No more than one member emeritus may serve on each advisory committee or commission at any one time.
Such member emeritus shall have previously served as a member of such advisory committee or commission to which he is appointed. Each person so appointed shall hold the title of member emeritus as an honorary title. Each member emeritus may participate in the debates or deliberations of such committee or commission, but shall not be authorized to vote on any matter before such committee or commission, and such member emeritus shall not be counted towards the presence of or absence of a quorum.

Each of the committees provided in the preceding section shall consist of members of the Board of Trustees, and the first appointee on each committee shall be chairman thereof.

The President shall be authorized to fill vacancies occurring in any of the committees of the Board of Trustees at any time during the year. Such committees shall have the general management, control and supervision over all works and things ordered to be made or done by the President and Board of Trustees, whatever their respective departments, and they shall report to the President and Board of Trustees whatever facts may be deemed of importance. Each committee shall promptly and thoroughly investigate and report in writing upon all matters referred to it by the President and Board of Trustees, and shall do and perform such other further duties as the President and Board of Trustees may prescribe by ordinance, resolution or motion.

Every committee of the President and Board of Trustees, in reporting upon any subject referred to it, shall attach to its report all papers or documents in the possession of the committee relative to the matters so referred.

Any report of a committee of the President and Board of Trustees shall be deferred for final action thereon to the next regular meeting of the President and Board of Trustees after the report is made, upon the request of any two Trustees present.

Meetings of all standing committees shall be called by the chairman of each committee from time to time. Members of the committee shall receive notice not less than 48 hours prior to a committee meeting. Committee meetings may also be called by the written request of any two members of the committee, provided that such written request be received by the other committee members no less than 48 hours prior to the meeting. Public notices of committee meetings shall be properly posted and the provisions of the Open Meetings Act[1] shall be satisfied.

The committee on personnel policies shall, along with the Village Manager, meet periodically in order to establish and revise from time to time, as needed, Village personnel policies which shall be recommended by said committee and Village Manager to the full Village board for the adoption of the appropriate legislation implementing such personnel policies. The committee on personnel policies shall further act upon any other personnel matters referred to it by the President and Board of Trustees, and shall assist the Village Manager in personnel matters whenever such assistance is requested by the Village Manager.

The finance committee shall have control of the financial concerns of the Village, in the manner as provided in this division.

The finance committee shall prescribe the manner in which the books and accounts of all officers of the Village shall be kept in order to establish uniformity therein. Such committee shall, from time to time, examine the books and accounts of all Village officers and see that they are regularly and neatly kept and preserved and that the books and papers belonging to the officers of clerk, Finance Director and collector are secured from loss or injury from fire or otherwise; and they shall report to the President and Board of Trustees any neglect or failure on the part of such officer to keep his books and accounts properly or to preserve any papers pertaining to his office.

In the adjustment of the accounts of the Finance Director with the clerk, there shall be an appeal to the finance committee, whose decision in all matters of controversy arising between such officers shall be final, unless the President and Board of Trustees shall otherwise direct and provide.

The finance committee shall revise and cause an audit to be made of all accounts or claims against the Village, and all other accounts in which the Village is concerned, either as debtor or creditor, where provision for their adjustment is not otherwise made and provided for by law, provision of this Code or other ordinance of the Village.

All surety bonds shall be submitted to the finance committee, and it shall be the duty of such committee to investigate, so far as lies within its power, the sureties on such bonds, as to their financial resources. The finance committee may, if unable to obtain such information, direct the Village Attorney to investigate such sureties and report his investigations to the finance committee. If the finance committee shall find that the sureties on any such bond are good, such committee shall endorse its approval on such bond in writing; and if, in the opinion of the finance committee, the sureties are not sufficient, such committee shall endorse its disapproval on such bond and state the reasons therefor.
