There is hereby established a senior citizen advisory council for the Village of Elmwood Park. Said council shall consist of nine members, five of which shall constitute a quorum. They shall be appointed for a term of four years, or until their successors are appointed and qualified, except that the initially appointed council shall consist of two members who shall serve for one year, two members who shall serve for two years, two members who shall serve for three years and three members who shall serve for four years. The members shall be appointed by the President with the advice and consent of the Board of Trustees. At least four members of the council shall be over the age of 60 years. The senior citizen coordinator shall be an ex officio member.

The purposes and functions of the senior citizen advisory council shall be as follows:
(a) 
To assess the current status of community programs and services offered to older residents and to initiate the development of expanded services; and
(b) 
To coordinate the development of long range programs among agencies serving the aged; and
(c) 
To develop budget needs based on total community service and seek appropriate federal funding to implement proposed programs and be responsible for the disbursement of such funds in accordance with the budget needs of those agencies offering service and programs; and
(d) 
To advise the Board of Trustees as to the needs of expanded service with respect to the aged community; and
(e) 
To disseminate information relative to services and programs to the citizens of the Village; and
(f) 
To prepare and submit to the Board of Trustees annually a summary report of its operations during the preceding fiscal year, along with a statement of projected plans for action by the Board of Trustees and a request for allocations of necessary funds.

(a) 
The President, with the advice and consent of the Board of Trustees, shall appoint a chairman of the council from its members, who shall serve for a term of one year and until his successor shall be appointed and take office.

The council may elect from its members a secretary and such other officers as it may deem advisable.

The President may, at his discretion, remove any member for incompetence, neglect of duty or malfeasance in office. The President shall, within 10 days, report in writing any such removal to the Board of Trustees with the reason therefor.

(a) 
All meetings of the council shall be held at the call of the chairman and at such times as the council may determine.
(b) 
The council shall keep minutes of its meetings which shall be available to the President and Board of Trustees.
(c) 
The facilities of the Village hall shall be available to the council for all meetings.
(d) 
The council may adopt rules of order and procedure for the conduct of its business.
(e) 
All meetings conducted by the council shall be open to the public. Any person may appear and testify at a meeting, either in person or by a duly authorized agent or attorney.

The members of the council shall serve without compensation. No expenses, for the operation and conduct of the affairs of the council shall be incurred without the prior approval of the Board of Trustees.
