(a) 
There is hereby created a board of fire and police commissioners, which shall consist of three members, whose term of office shall be three years and until their respective successors are appointed and have qualified. Such members shall be appointed by the President with the advice and consent of the Board of Trustees. No such appointment shall be made by the President within 30 days before the expiration of his term of office.
(b) 
Members of the board shall be considered officers of the municipality and shall be required to meet the qualifications set forth in Section 2-1 of this chapter. Members shall be appointed without regard to their political affiliation. No person holding an office of the Village shall be a member of the board of fire and police commissioners or the secretary thereof. The acceptance of any such office by a member of the board shall be treated as a resignation of his office as a member of the board or the secretary thereof. No person shall be appointed a member of the board of fire and police commissioners who is related, either by blood or marriage up to the degree of first cousin, to any elected official of the Village.
