A. 
No person, persons, firms or corporations, whether acting as an agent or servant of another or acting as principal for himself/herself, themselves or itself, shall open or close a grave or open and close a grave or cause or direct another person to open or close or open and close a grave in the City cemetery without obtaining therefor a permit to be issued by the City Clerk. Said permit shall be issued by the City Clerk upon application therefor and payment of the following applicable fee for each opening and closing of a grave:
1. 
Resident/property owners and business owners of real property in the City limits of Wright City: two hundred dollars ($200.00).
2. 
Resident/property owners and business owners of real property in Warren County, Missouri: three hundred dollars ($300.00).
3. 
Non-resident: four hundred dollars ($400.00).
B. 
The digging fee for an urn requiring an excavation of less than sixteen (16) inches by sixteen (16) inches by twenty-four (24) inches is included in this opening and closing fees.

The City Clerk shall not issue a permit to open or close a grave or allow interments to be made on a grave site for any person, other than the owner of said grave site, unless an authorization for such opening, closing, and interment is given to the City Clerk, in writing, upon forms approved by the City Clerk, by said grave site owner. In case of death of a grave site owner, it shall be the duty of the heirs or devisees to file with the City Clerk satisfactory proof of the new ownership. All burial cases shall be constructed of concrete, with the exception of urn burials, which shall be in a sealed and waterproof urn container.

A. 
There is hereby established a Tree Planting Committee consisting of three (3) members recommended to the Mayor by the Wright City Memorial Society. The members shall be appointed by the Mayor with the advice and consent of the Board of Aldermen.
B. 
The planting of shrubs, trees, bushes, flowers, or plants of any kind in the City cemetery is prohibited without the review and recommendation of the Tree Planting Committee. All such plantings shall have the final approval of the Board of Aldermen, after recommendation from the Tree Planting Committee.

A. 
Henceforth all monuments and grave markers erected in the City cemetery shall be installed at the head end (west) on a concrete base not less than eighteen (18) inches deep. The top of said base shall be ground level. In the event any person or persons fail to comply with this Article, the Chief of Police is hereby authorized and empowered to remove any marker or monument erected in violation of this Chapter. The City of Wright City shall have the authority to move any marker incorrectly placed at the expense of the grave site owner.
B. 
A permit shall be issued by the City upon application therefor and payment of fifty dollars ($50.00) for each monument or marker placed. Military markers issued by the United States Department of Veterans Affairs are exempt from this fee but shall require a permit to be placed.

At all times, except as specified, flowers, artificial flowers or similar decorations may be placed upon or maintained upon a grave in the City cemetery. All flowers, wreaths and other decorations placed on graves on the following days will be allowed to remain there for a minimum of six (6) days: Easter; Memorial Day; Mother's Day; Father's Day; Fourth of July; and Veteran's Day. Flowers and decorations placed at Christmas time must be removed by March 1. Flowers and other decorations placed on graves at any other time than those above-mentioned days may be removed at any time. The caretaker of said cemetery is hereby authorized and empowered to remove flowers, artificial flowers or other similar decorations and to dispose of them forthwith if they are placed on the graves in violation of the above regulations.

No structures, objects or obstructions such as trees, statuary, benches, etc., shall be placed on or around the graves without the approval of the City of Wright City. The following will not be allowed: fences, coping, hedges or other enclosures. Wooden, iron, concrete or other crosses, tablets, metal wreaths, trellises, shepherd hooks with hanging baskets, bird houses, etc., shall not be placed upon graves or grave sites. No permanent vases shall be allowed other than those permanently affixed to a headstone. The caretaker of said cemetery is hereby authorized and empowered to remove any obstructions and to dispose of them forthwith if they are placed on the graves in violation of the above regulations.

No containers, decorations, or figurines made of, or consisting of, glass, ceramic, porcelain or similar breakable material will be allowed in the cemetery and will be removed for the safety of the caretakers, employees of the City of Wright City and the public.
