A. 
Erie Park and Ride Commuter parking lot.[1]

(1) 
It shall be unlawful for any person to park a vehicle in the public parking lot on the northerly side of West Erie Avenue unless a permit to park has been secured before parking.

No vehicle shall be allowed to stand unmoved in the Erie Park and Ride Commuter parking lot for a period exceeding 120 hours.

Parking at the Erie Park and Ride parking lot is limited to motor vehicles registered as passenger vehicles and commercial vehicles not exceeding two tons.

B. 
Ettrick Terrace parking lot.
(1) 
It shall be unlawful for any person to park a vehicle at any time in the designated permit-only parking spaces in the public parking lot on Ettrick Terrace unless a permit to park has been secured before parking.
(2) 
A permit shall not be necessary for metered spaces in this facility.
(3) 
No vehicle shall be allowed to stand unmoved in the Ettrick Terrace parking lot for a period exceeding 120 hours.
C. 
Kip Avenue parking lot.
(1) 
It shall be unlawful for any person to park a vehicle at any time in the designated permit-only parking spaces in the public parking lot at 67 Kip Avenue (Block 75, Lots 2 and 3B) unless a permit to park has been secured before parking.
(2) 
A permit shall not be necessary for metered spaces in this facility.
(3) 
No vehicle shall be allowed to stand unmoved in the Kip Avenue parking lot for a period exceeding 120 hours.
(4) 
Parking at the Kip Avenue parking lot is limited to motor vehicles registered as passenger vehicles and commercial vehicles weighing 6,000 pounds or less.
(5) 
Kip Avenue senior permits. Within the Kip Avenue parking lot, there shall be a designated permit-only parking area for permit holders from Rutherford Senior Manor (senior housing). These parking spaces shall be situated on the second level of the Kip Avenue Parking Lot as shown on the attached site plan which is made a part of this chapter. Vehicles displaying a valid Rutherford Senior Manor permit may only park in designated Rutherford Senior Manor parking spots and are not permitted to park in any other permit or reserved spot within the parking garage.

(6) 
55 Kip Center permits. Within the Kip Avenue parking lot, there shall be a designated permit-only parking area for permit holders from 55 Kip Center. These parking spaces shall be situated on the third level of the Kip Avenue Parking Lot as shown on the attached site plan which is made a part of this chapter. Vehicles displaying a valid 55 Kip Center permit may only park in designated 55 Kip Center parking spots and are not permitted to park in any other permit or reserved spot within the parking garage.

D. 
Erie Avenue permit-only parking area.
(1) 
It is hereby established that the following areas on Erie Avenue shall be designated as areas where parking shall be prohibited by all motor vehicles unless a permit to park has been secured before parking. The designated permit-only parking areas are:

(a) 
East Erie Avenue, north side, commencing 50 feet from the intersection of Hackensack Street and extending 340 feet westerly.
(b) 
West Erie Avenue, south side, commencing at the southwest corner of Agnew Place and extending 680 feet westerly.

(c) 
West Erie Avenue, north side, commencing 196 feet from the northwest corner of Park Avenue and extending 632 feet westerly.
(2) 
A permit shall not be necessary for any motor vehicle parking in the Erie Avenue permit-only parking area between the hours of 9:00 p.m. and 5:00 a.m.
(3) 
No vehicle shall be allowed to stand unmoved in the Erie Avenue permit-only parking area for a period exceeding 48 hours.
(4) 
Parking at the Erie Avenue permit-only parking area is limited to motor vehicles registered as passenger vehicles.
E. 
Rutherford Avenue permit-only parking area.

(1) 
It is hereby established that the following areas on Rutherford Avenue shall be designated as areas where parking shall be prohibited by all motor vehicles unless a permit to park has been secured before parking. The designated permit-only areas are:
(a) 
Rutherford Avenue, north side, commencing 55 feet from the intersection of Orient Way and extending 1,015 feet westerly to Ridge Road.
(2) 
A permit shall not be necessary for any motor vehicle parking in the Rutherford Avenue permit-only parking area between the hours of 9:00 p.m. and 5:00 a.m.
(3) 
No vehicle shall be allowed to stand unmoved in the Rutherford Avenue permit-only parking area for a period exceeding 48 hours.
(4) 
Parking at the Rutherford Avenue permit-only parking area is limited to motor vehicles registered as passenger vehicles.
All permits required under this article shall be issued by the Borough Clerk upon written application therefor and upon payment of the fees herein provided.
A. 
The application shall be made on a form prepared by the Borough Clerk. The application shall set forth the name and address of the applicant, the name and address of the owner of the motor vehicle for which the permit is to be issued, and the make, model, color and license plate number for the motor vehicle for which the permit is issued, and such other reasonable information as shall be required by the Borough Clerk.
B. 
A copy of the valid motor vehicle registration for the permitted motor vehicle shall be required to be submitted.

C. 
The Mayor and Council may, at their discretion, alter the terms of the parking permit application set forth in Subsections A and B of this section to accommodate their ability to market and sell parking permits for special events.

The permit shall be in the form of an identifiable placard or other paper prepared by the Borough Clerk, and it shall set forth the information contained in the application, and the permit-only parking area for which the permit is issued.
The permit shall be placed or attached to the rear-view mirror affixed to the front windshield of the permitted vehicle, and shall be clearly visible through the front windshield at all times while parking in a permit-only area.

A. 
The permits required under this article shall be issued for a time period as requested by the applicant so long as all fees are paid in full.
B. 
One permit shall be issued per motor vehicle. Permits shall not be altered, copied or reproduced in any manner.

A. 
Permit fees are nonrefundable.
B. 
The fee for a permit for parking at all Borough Parking Areas: Kip Avenue, Ettrick Terrace, Erie Avenue, Erie Park and Ride, East Erie, and Rutherford Avenue parking lots shall be $125 per month for nonresidents and $65 per month for employees of businesses located within the Borough and for residents of the Borough of Rutherford. There shall be no fee for the permit known as the "Kip Avenue senior permit."
C. 
The Mayor and Council may, at their discretion, suspend or alter the fee for permit parking at the Kip Avenue parking lot set forth at Subsection B for special events.
D. 
The fee for permit parking for any parking lots administered by the Borough of Rutherford on leased but not owned property will be $125 per month.
E. 
Subsections B and D shall take effect on July 1, 2020.

It is hereby established that the following areas shall be designated as areas where parking shall be prohibited by all motor vehicles unless a permit to park has been secured before parking. The Mayor and Council may from time to time suspend or alter the public's ability to purchase daily and/or monthly parking permits in the Borough of Rutherford under this section at their discretion, with the exception of the handicapped parking spaces designated by ordinance. At the discretion of the Mayor and Council or the Rutherford Police Department, any permit parking area in whole or in sections may be suspended or closed at any time.
