Certain hazards to the public safety and welfare have been experienced by unauthorized parking of vehicles in parking yards and parking places which are open to the public or to which the public is invited, particularly during the hours in which commercial establishments are not open to the public; and
N.J.S.A. 40:48-2.46 gives the Municipality the right to regulate vehicles and the parking thereof in such parking yards and parking places.

The following regulations apply to all parking yards and parking places located in the Regional Highway Commercial District under the Zoning Ordinance, and operated in conjunction with commercial establishments in the Township of Green Brook.

Except as hereinafter specifically permitted, it shall be unlawful to park any motor vehicle in any such parking yard or parking place during the time period commencing 1/2 hour after the close of the commercial establishment to which the parking space has been allocated, to one hour prior to the opening of such establishment.

a. 
Vehicles registered by the owner or operator of the establishment, as vehicles of the owner or tenant, or employees of the owner or tenant, shall be exempted from the prohibitions of this section.
b. 
In the case of an emergency break-down of a vehicle upon any such parking yard or in any such parking space, the identification of the vehicle may be telephoned or otherwise communicated to the Green Brook Police Department and such vehicle may then be left overnight after such communication.

The owner of the premises, the tenant or operator of the establishment to which the parking space shall have been allocated, and the person or persons actually parking the vehicle contrary to the terms of this section, shall be responsible under this section and subject to the penalties provided herein.

Any person, firm or corporation that violates any provision of this section shall, upon conviction thereof, be punishable by a fine not to exceed $500.

N.J.S.A. 40:67-16.7 gives the municipality the right to authorize the closing of school streets when a safety problem exists due to the lack of suitable area surrounding the school.

The Chief of Police or, in his absence, the Township Engineer, upon declaring that a safety problem exists surrounding a school due to a lack of suitable area, is hereby authorized to close any portion of any street within the block surrounding the school to the use of through traffic during such time as he shall determine, not to exceed one hour between 7:30 and 10:00 a.m., two hours between 11:00 a.m. and 2:00 p.m. and one hour between 2:30 p.m. and 4:30 p.m., on any days upon which the school is in session.

Vehicles shall be permitted to use said streets, during said hours, for ingress and egress to the school.

Proper posting of warning signs shall be erected indicating that said street is so closed and the purpose thereof, during the time when the same is closed.

Any regulation adopted under this section shall not become effective unless and until it has been submitted to and approved by the Commissioner of the Department of Transportation.
