PRIVATE STREET
Shall mean a roadway that serves more than one house, owned and maintained by property owners abutting the street or a homeowners association. No public right-of-way has been recorded.
SEMI-PUBLIC STREET
Shall mean a roadway with a dedicated public right of way, but not accepted by the municipality. This definition includes streets within new developments that have been partially completed and have had at least the stabilized base course of pavement installed.

The owner(s) of all private and semi-public roadways shall remove all ice and snow within four hours after same shall have formed upon or adhered to the roadway, except when the snow or ice shall have been formed upon or adhered to such roadway during the night, and in that case within four hours after the morning sunrise.

It shall be the duty of the Police Department, at the expiration of the time limit set forth in subsection 7-23.2, to notify the owner(s) of the roadway who has failed to comply with the provisions of this section to remove all ice and snow, and to issue summons to appear before the Municipal Court.

Nothing in this section shall prevent the Township, by and under the direction of the Township Engineer, to remove the snow or ice and to render the bill for the costs thereof, together with notification that the same has been done, pursuant to the statutes made and provided, and this section, at the owner's expense, under the police powers of the Township for the protection of the public.
