A. In addition to those regulations established in Article
II, the following additional regulations are hereby established for the management, use and protection of Dark Hollow Woods — Karl E. Satler Memorial Park and Nature Reserve, which is hereinafter designated as "park":
(1) The park shall be opened daily to the public at such times as the
Borough Council of the Borough of Oakmont may from time to time designate,
but in no event shall any person or group of persons, authorized persons
excepted, be permitted to remain after sunset unless by special permission
of the Borough Manager.
(2) No person or group of persons in attendance at the park shall:
(a)
Injure, deface, fell, remove, dig up, mutilate, cut or damage
any of the flowers, trees, plants, shrubs, crops, rocks, dead wood,
turf, buildings, structures, signs or fixtures or any other property
of the Borough located within the park.
(b)
At any time, by any means or in any manner, pursue, hunt, take,
capture, kill, or attempt to take, capture or kill any kind of animal
or to interfere with or destroy the nest or egg or young thereof.
(c)
Throw, discharge or otherwise place or cause to be placed in
the waters of any fountain, pond, lake or other body of water in or
adjacent to the park or any tributary stream, storm sewer or drain
flowing into such waters any substance, matter or thing, liquid or
solid, which may result in the pollution of said waters, nor to dump,
deposit or leave any bottles, broken glass, paper, boxes, cans, dirt,
rubbish, waster, garbage, refuse or trash anywhere within the park,
but rather to make use of proper receptacles where these are provided,
and where receptacles are not so provided, all such materials shall
be carried away from the park by the person responsible for its presence
and properly disposed of elsewhere.
(3) Dogs.
(a)
Dogs are permitted in the park with a person as follows:

Dogs are permitted in the park only when on a leash, except
in designated off-leash dog areas. "Leash" means a restraint, not
to exceed eight feet in length, held by a responsible person and attached
to his or her dog.

In designated off-leash dog areas, dogs are permitted to be
without physical restraint from an owner or guardian if the dog is
under the reasonable control of a person. "Reasonable control" means
that the dog is within the owner's or responsible person's sight and
returns directly when called.
[3] Owners or responsible persons must follow all posted park rules and
regulations, Borough ordinances and other local and state laws relating
to their dog.
(b)
The Borough reserves the exclusive right to exclude from the
park any dog who attacks, jumps up or on, or otherwise threatens another
person or child.
(c)
Disclaimer of liability. Neither the creation of dog-friendly
recreational facilities nor the compliance with the provisions hereof
or with any other condition imposed by the Borough hereunder shall
relieve any person from responsibility for damage to persons or property
resulting therefrom or as otherwise imposed by law, nor impose any
liability upon the Borough for damages to persons or property.
(d)
No person or group of persons shall hold any meeting or gathering
assembled by advertisement or public notice or any other gathering
however assembled and composed of 10 or more individuals without first
having notified, in writing, the Oakmont Borough Manager.
(4) Bicycles.

(a) Bicycles are permitted in the park as follows:
[1] Only nonmotorized bicycles are permitted.
[2] Cyclists must yield to all other trail users.
[3] Cyclists must maintain control of their bicycles at all times and
shall not ride on any trail if control cannot be maintained.
[4] There shall be no unauthorized trail or obstacle building.
[5] Cyclists shall follow any other rules or restrictions as established
by the Borough.
B. The above rules do not apply to Oakmont Borough employees on official
business and may be waived by Oakmont Borough Council for specified
persons and times for purposes of park maintenance, nature study or
similar approved reasons.
C. All other references to the "Dark Hollow Woods Board" shall be replaced
with "Recreation Board."

Any person who shall violate or cause to be violated the regulations or requirements of §
141-19 hereof shall, upon conviction before the Mayor or any District Justice of the Borough of Oakmont, be sentenced to pay a fine not exceeding $600 and costs of prosecution for each and every offense and, in default of payment of such fine and costs, to be sentenced and committed to the Allegheny County Jail for a period not more than 30 days.
