[HISTORY: Adopted by the Township Committee of the Township of Washington 10-19-2020 by Ord. No. 11-20. Amendments noted where applicable.]
A.
Bow hunting on Township owned-property shall be permitted in accordance with this chapter and the rules and regulations established by The New Jersey Division of Fish and Wildlife.
B.
Township-owned properties upon which hunting will be permitted shall be designated by resolution of the Township Committee.
The discharge, firing or use of any bow and arrow for hunting is prohibited on Township property except where a permit has been issued for doing so upon Township property as designated by resolution of the Township Committee of the Township of Washington. The places designated are those in which permits issued by the Township shall be effective, and no person shall discharge, fire or use any bow and arrow in any other area or location in the Township. Such areas designated for hunting are subject to change and revision from time to time by resolution of the Township Committee as growth and development would cause such areas to be deemed unsafe for the purpose of hunting.
A.
No person shall hunt or discharge a bow and arrow within any area in the Township of Washington wherein hunting is permitted by ordinance, unless a permit has been obtained from the Township of Washington. The issuance of such a permit shall be in the discretion of the Chief of Police of the Township of Washington in conjunction with the Washington Township Land Trust of Morris County, Inc. ("Land Trust").
B.
The permitting process shall be administered for the Township by the "Land Trust."
A.
Any person desiring to make application under § 106-2 of this chapter for a permit to hunt on Township Property shall complete and file an application with the Washington Township Administrator, on forms provided by the Township. The application will be forwarded to the Land Trust and the process administered through the Land Trust. Said person will then be investigated by the Detective Bureau and its recommendations made to the Land Trust within 30 business days.
B.
The fee for said permit shall be $80 ($50 for the Land Trust for administration of the program; $20 for sticker/placard/registration card; $30 for the Township).
C.
One permit shall be issued per 15 acres of Township-owned property upon which hunting will be allowed.
D.
No permit shall be issued unless the applicant specifically states in the application where the hunting activity is to take place and over what period of time, and provides proof of having a state-issued bow hunting license.
Any person having made an application and having been granted a permit may annually thereafter renew said application and permit by a written request to the Township Administrator, which request for said renewal shall be forwarded to the Land Trust for review and action. Each application for renewal shall be accompanied by a fee in the amount of $80.
All hunting permits shall be for a period of one year from September 1 of one year expiring on August 31 of the following year. Permits shall be valid for hunting during the hunting seasons as established by the State of New Jersey.
Any person or persons hunting on Township owned property without the requisite permit or violating the provisions of this chapter shall, upon conviction, be subject to a fine not exceeding $1,000.
