minimum regulations which shall apply uniformly throughout the jurisdiction

platted and approved which are undeveloped, wholly or partially.
C. These regulations shall not apply to subdivisions of burial lots
in cemeteries.
D. These regulations shall not apply to a division of land when the

In their interpretation and application, the provisions of this
chapter shall be held to be minimum requirements adopted for the promotion
of the public health, safety, morals, or general welfare. Whenever
the provisions of this chapter require or impose higher standards
than those that are required in any other ordinance, the provisions
of this chapter shall govern. Whenever the provisions of any other
ordinance require or impose higher standards than those that are required
by the provisions of this chapter, the provisions of such other more
restrictive ordinance shall govern.
