Authorization for department heads. Heads of departments
of the City including, without limitation by enumeration, the City
Administrator, City Attorney, City Clerk, City Treasurer, Chief of
Police, Director of Public Works, Fire Chief, Human Resources Director,
Parks and Recreation Director, and Zoning Administrator, may make
procedures, regulations or directives for the administration of their
departments in line with the policies of the Council, but not for
the conduct of the general public.
