A. 
License required. No person, firm or corporation shall, in any manner, directly or indirectly, upon any premises or by any device, sell, exchange, barter, dispose of or give away, or keep for sale any cigarette, cigarette paper or cigarette wrappers, tobacco product, nicotine product or any substitute therefor, without first obtaining a license as hereinafter provided.
B. 
License application. Applicants for a cigarette license must complete and return an application form furnished by the office of the City Clerk. At the time the application is submitted, a fee shall be paid as set forth on the City of Onalaska Fee Schedule which shall be reviewed annually.
C. 
Issuance. Upon payment of said fee, the City Clerk shall issue a license to the applicant. The licensee shall comply with the restrictions and training requirements set forth in § 134.66, Wis. Stats.
D. 
Term of license. Each license shall be issued on July 1 in each year, or thereafter whenever applied for, and shall continue in force from date of issuance until the succeeding June 30 unless sooner revoked for any violation of this division.
