A. 
Intent. The intent of this chapter is to establish routes and provide for the safe operation of ATVs, UTVs and other off-road vehicles upon designated roadways in the City of Onalaska.
B. 
Authority. The City of Onalaska has the specific authority to adopt this all-terrain vehicle and off-road vehicle chapter under § 23.33(8)(b) and (11), Wis. Stats.

The provisions describing and defining regulations with respect to all-terrain vehicles in the following enumerated in § 23.33, Wis. Stats., and Wis. Adm. Code Ch. NR 64, and any future amendments or revisions, are hereby adopted by reference and made part of this section as if fully set forth herein.

Enforcement. An officer of the state traffic patrol, inspector under § 110.07(3) Wis. Stats., conservation warden, county sheriff or municipal peace officer has authority and jurisdiction to enforce this division and ordinances enacted in accordance with this division. No operator of an ATV or UTV may refuse to stop after being requested or signaled to do so by a law enforcement officer or commission warden.
B. 
Penalties. Violation of this chapter shall be punishable by fine and enforced as set forth in § 23.33(13), Wis. Stats.
